What is the Mill C Unit 1 and Unit 2 Draft Tube Replacement and FoundationProject?A. The Mill C Station is located in the Plattsburgh Division. The steel draft tubesthat channel water from the bottom of the Unit 1 and Unit 2 scroll cases into thetailrace were inspected and deteriorated draft tubes and erosion to the powerhousefoundation was identified in 2000. At that time, interim upgrades were installedto address the issue and Unit 1 and Unit 2 were returned to service. Additionalinspections conducted in a de-watered state in the summer of 2007 identifiedfurther deterioration of the draft tubes and erosion to the powerhouse foundation.The installation of new steel draft tubes and the related foundation work isscheduled to occur in 2011 and 2012. Fabrication of the new draft tubes willoccur in 2011, with installation and foundation work occurring in 2012. Thisproject will improve unit/plant safety, reliability and efficiency and is consistentwith a plan and schedule provided to FERC. The estimated total cost for thisproject is $1.37 million.Q. Are there any major capital projects during 2010-2014 in the regulatory categorythat are mandated by the new FERC hydro licenses?A. Yes. The two most notable projects are the Rainbow Falls Fish Bypass and TrashRack System and the Cadyville Trash Rack System.33

Can you provide a summary of the Rainbow Falls Fish Bypass and Trash RackProject?A. The Rainbow Falls Station is located in the Plattsburgh Division. The FERClicense for Rainbow Falls requires that the Company consult with the USFWS,the NYSDEC and the New York State Historical Preservation Office to develop afish passage plan by August 18, 2009 and then install it by August 18, 2011. Thefish bypass requires the installation of new racks with ¾ inch bar spacing, a fishentrance and control gate, a plunge pool cantilevered off of the cliff top adjacentto the station/rackhouse and a 400 foot long two foot diameter transport pipeexiting downstream of the station tailrace. The required reduction in bar spacingand related new infrastructure will increase debris and ice buildup across theracks. To contend with this issue and to maximize energy production, this projectincludes the installation of a mechanized rack raking system. The project designand plan development began in 2008 and continues in 2009. In 2010, after wereceive FERC approval of the plan, we will conduct the bidding and order thelong lead equipment. Construction will occur in 2011. The total project cost isestimated to be $940,000. The cost incurred to date is $190,000, with $300,000and $450,000 budgeted in 2010 and 2011 respectively.Q. Can you please provide a summary of the Cadyville Trash Rack and TrashRacking System project?A. The Cadyville Station is located in the Plattsburgh Division. The new license forthe four stations on the Saranac River requires new trash racks with narrower (134
