Investing in the State's Clean Energy Economy and takingimmediate steps to mitigate the effects of climate change will drive future policydecisions and will continue to position New York as a leader nationally andglobally. As such, actions to implement the State's Clean Energy Economy goals, such as the need for new infrastructure development, may be driven by otherlonger term objectives that are not normally considered in energy systemplanning." Anaerobic digesters were recognized as one of the renewable energyresources that would move New York along the path to achieving the goal of theRenewable Portfolio Standards adopted in 2004, and are included as part of theState Energy Plan for their ability to productively convert methane, a greenhousegas, into electricity. Facilitating the cost effective interconnection anddeliverability of these units is consistent with the State Energy Plan, and maycreate a model that can be replicated in other parts of the country.Q. Why is the Transmission Collection System needed?A. The Transmission Collection System is needed because the distribution systemthat currently serves these farms cannot handle the amount of generation thatwould be connected to the system without significant system rebuilding, such assystem protection and control upgrades and new controls and operating21

All of these concerns are avoided with a dedicatedcollection system that would handle interconnecting this generation.Q. Is the Transmission Collection System cost effective?A. The Transmission Collection System is a cost effective solution. The cost toconstruct the Transmission Collection System is $7.1 million, compared to anestimated $17.8 million to attempt to add all of this generation piece meal to ourexisting distribution system, thus saving $10.7 million. The TransmissionCollection System would be sized large enough to accommodate all of thedistributed generation arising out of the processing of the projected amount oflivestock waste. Additional sources of distributed generation could also beaccommodated by the system.Q. Where is the Company proposing the Transmission Collection System?A. The Transmission Collection System is being proposed for two areas ofconcentrated farm digester system projects between Owasco and Cayuga lakes. The Transmission Collection System is a cost effective way to interconnect theseconcentrated areas of farm digesters. Farm digesters that are more widelydispersed on the system will still require interconnection to the existingdistribution system subject to the costs and safety issues we have previouslyidentified.22
