Why is the Corning Valley Upgrade project necessary?A. The Corning Valley Upgrade project fulfills the Company's obligation to serve theload on its system. By the summer of 2009, the proposed addition of 20 MW ofCorning Inc. load, continued load growth in and around the City of Corning, orloss of a 115 kV line will result in sub-marginal voltage throughout the cities ofCorning and Elmira and thermal overloads on parts of the 115 kV system inElmira. With the Corning load addition in place, there would be approximately100 MW of load and 6,500 customers at risk.Q. Would you briefly describe the Watercure Road Sub Transformer Replacementproject?A. The Watercure Road Substation Transformer Replacement project fulfills theCompany's obligation to maintain a reliable electric system. This project isnecessary to complete the unplanned emergency replacement of a bulk powertransformer in the substation.Q. What are Farm Digester Systems?A. Farm Digester Systems generate electric energy from biogas produced by theanaerobic digestion of agricultural waste, such as livestock manure, farmingwastes and food processing wastes.Q. Are Farm Digester Systems connected to the utility grid?A. Yes, Farm Digester Systems are connected to the utility grid like any othergenerator. As a result, they typically require a means to disconnect such as acircuit breaker with the required system protective and safety devices.17

How are Farm Digester System interconnection costs ultimately recovered by theutility?A. Under New York State Public Service Law Section 66-j, the maximum amountthat can be charged directly to the interconnecting farm digester party is $5,000for dedicated transformer and other safety equipment. All remaininginterconnection costs must be recovered by the utility from all ratepayers throughadjustments to base rates.Q. What number of farm digesters do you expect that NYSEG will have tointerconnect to its system in the next 36 months?A. Based on the amount of requests NYSEG has received so far, the Companyexpects that 17 farm digesters with a potential generating capacity of at least20 MW to be interconnected over the next 36 months.Q. What are the options to interconnect farm digesters?A. The Company can, to a limited extent, utilize the existing distribution system withcertain modifications. For larger amounts of generation, the Company will needto design and build a Transmission Collection System.Q. Can the current distribution system accommodate the amount of farm digestergeneration that will potentially be connected to the system?A. No, the amount of generation capacity that can be interconnected to the variouspoints on the distribution system will vary but in all cases it will be limited to aportion of the capacity of the particular circuit. The distribution system was notdesigned to accommodate the interconnection of generation and extensive system18
