What I want to present here first <strong>of</strong>all, is that our present Constitution has got very many amendments. These amendments are occasioned by Acts <strong>of</strong> Parliament,Judges, Cabinet, by-laws e.t.c.They should not be allowed to override this Constitution we are making.The Provincial Administration: I put it to you that it is <strong>of</strong> no use at present. I am calling for its abolishment immediately ifpossible. Their role can comfortably be taken over by the elected leaders and the regular police who I believe, if properlyfunded, equipped and their welfare catered for, can do a lot for our nation.
