Their salaries should not be seen as a rip-<strong>of</strong>f fromthe <strong>public</strong> c<strong>of</strong>fers because it facilitates independence. It should be the preserve <strong>of</strong> the Parliamentary Service Commission to setsalary regulations to be at par with the requirements <strong>of</strong> that <strong>of</strong>fice.My final point, Mr. Chairman, I do propose that there should be a limitation <strong>of</strong> the term for a member <strong>of</strong> Parliament. This isbecause when one “hangs” in <strong>of</strong>fice for too long, one tends to be liturgic, one tends to be compulsive or autocratic. It is my viewthat the same bases on which Kenyans have limited the Presidential term, is in my view applicable to Members <strong>of</strong> Parliament. Ifthose few changes are made to the Legislature Mr. Chairman, I do hope that that will improve the quality <strong>of</strong> that House and thatthe views <strong>of</strong> the ordinary members <strong>of</strong> the <strong>public</strong> will find expressions through those members chosen there.
