21Diversity <strong>of</strong> a Kenyan ethnicity and culture must be protected by the Constitution. All ethnic and cultural values that are meantfor national outlook should be promoted.The Constitution must ensure that the resources <strong>of</strong> the state are shared by all regardless <strong>of</strong> communities, culture ethnic andregional diversity. The Constitution must ensure that we all strive to promote a National Language which should be Kiswahili.The Constitution must facilitate love and pride <strong>of</strong> Kenya by all Kenyans. Now we want to listen to the Member <strong>of</strong> Parliament, Honorable Matu Wamae. Mheshimiwa, Iwill say the same to you that, because you have a memorandum, may be you say the most important points only.Honorable Matu Wamae: Actually, I will only mention the most important and I am giving these views on my own behalf andalso the views <strong>of</strong> the Democratic Party <strong>of</strong> Kenya Mathira sub branch. Therefore, I am going to make the major points becauseI am going to give you this memorandum. Organs <strong>of</strong> state, we have said there should be Executive, Legislature and Judiciary.We have said that the President should address Parliament at the beginning <strong>of</strong> every year, or upon declaration <strong>of</strong> war ordeclaration <strong>of</strong> emergency.There should be a Vice President who should be a running mate with the President qualified to be a Member <strong>of</strong> Parliament butshould not be a Member <strong>of</strong> Parliament. Parliament should be one unilateral Parliament called the National Assembly.Special <strong>of</strong>fices and commissions <strong>of</strong> the commission. The Public Service Commission, Judicial Service Commission, ElectoralCommission Advisory commissions <strong>of</strong> prerogative <strong>of</strong> mercy. Attorney General, Controller and Auditor General. We have alsosaid that the President in the appointment <strong>of</strong> senior people or personnel should share those powers with Parliament.There should also be Judicial Service Commission. Advisory Committee on the prerogative <strong>of</strong> mercy. The human rightscommission and Parliamentary Service Commission.Then Local government, we have said this is very important because we should have two types <strong>of</strong> government - the CentralGovernment and the Local Authority which should be given a lot <strong>of</strong> powers to be able to deal with those land local issues. TheElectoral commission should divide the country into locations, counties, towns, municipals or city councils. On the question <strong>of</strong>land, we have said that property and land rights should be respected.Therefore, there should be a permanent land commission which should be permanent to make sure people’s rights areprotected. There should be also the Bill <strong>of</strong> rights, the rights <strong>of</strong> the child, and the rights <strong>of</strong> women. There should be propersystem <strong>of</strong> succession to <strong>of</strong>fice including that <strong>of</strong> the President. I would also like to inform the Commission that Members <strong>of</strong>Parliament should, as practically, as possible, represent equal number <strong>of</strong> people - It does not make sense for one Constituency
