Muturi: I believe that our Kenyan Constitution must have a preamble and in this preamble, the following must be reflected.That this Constitution must recognize God as the supreme lawgiver and commit the entire Constitution to God. This Constitutionmust be people centered by ensuring the sovereignty <strong>of</strong> the Kenyans. It must state that Kenya is one united and indivisibledemocratic State and that we should all aim at promoting homogeneity and unity in diversity,-recognizing that Kenya is a multiethnic country.It must state that Constitution is established by the people <strong>of</strong> Kenya on the basis that they are the sole determinants <strong>of</strong> thedestiny <strong>of</strong> their own country. The Preamble should state Kenyans common history that has made them what they are, -underlining the fact that Kenya freedom is hard earned and has costed Kenyans life and property. We need the followingdirecting principles that will guide particularly those in leadership in articulating the inspirations and values <strong>of</strong> Kenyans.Life is God given, sacred and should be treated as such. It is inherent and inviolable rights to every human being. No one hasthe right whatsoever, to take away the life <strong>of</strong> another person. All people are equal in the eyes <strong>of</strong> law, regardless <strong>of</strong> color, race,sex, religion, position in society or ethnic background. Good tradition and heritage, culture values, can guide life provided theydo not contradict or harm any sector <strong>of</strong> the society. Justice will at all times be our shield and defender as enshrined in ourNational Anthem.The Family is the natural and basic unit <strong>of</strong> the Society and shall be protected and upheld by the Society and State. In makinglaws <strong>of</strong> a particular individual <strong>of</strong> the family, family must be considered first. State organs shall at all times regard and promotehuman rights as their primary responsibility-and this Constitution must do the same. State shall have special regard for thedisadvantaged groups and communities in Kenyan society like disabled, elderly, orphans, sick women and youth.On Constitutional supremacy, Parliament should amend only some parts <strong>of</strong> the Constitution with an 85% majority as opposedto the current one <strong>of</strong> 65. Parliament powers to amend the Constitution should be limited particularly in these areas. In thepreamble, Citizenship, Land and Property Rights, Directive Principles, Presidential powers and Basic Human Rights. Citizensmust be involved through referendum while making major amendments to the Constitution.The referendum should be conducted by Constitutional Commission which should be established by the Constitution.Structure and systems <strong>of</strong> government. We should adopt a federal system <strong>of</strong> government. Provinces will be made into statesunder the leadership <strong>of</strong> elected governor. Each state will have a Parliament which is responsible for local registration. However,a National Parliament should be supreme <strong>of</strong> a State Parliament. We require to have a Prime Minister and a President and the
