CITY OF TUKWILA: <strong>2012</strong> CAFRNOTES TO THE FINANCIAL STATEMENTSNOTE 8 – JOINT VENTURESValley Communications CenterThe “Valley Communications Center” was established August 20, 1976, when an Interlocal Agreementwas entered into by <strong>the</strong> four original participating municipal corporations, including <strong>the</strong> cities <strong>of</strong> Renton,Kent, Auburn, and <strong>Tukwila</strong>, with Federal Way formally admitted during 2000. The agreement issanctioned by <strong>the</strong> provisions and terms <strong>of</strong> <strong>the</strong> Interlocal Cooperation Act pursuant to RCW 39.34. Theinitial duration <strong>of</strong> <strong>the</strong> agreement was five years, and <strong>the</strong>reafter is automatically extended for consecutivefive-year periods.The purpose <strong>of</strong> <strong>the</strong> joint operation, hereafter referred to as Valley Com, is to provide improvedconsolidated emergency communications (dispatch) services for police, fire, and medical aid, to <strong>the</strong> fiveparticipating cities and to several subscribing agencies. Separate agreements between Valley Com and<strong>the</strong> subscribing agencies have been executed, which set forth conditions <strong>of</strong> services and rates charged.The allocation <strong>of</strong> prorated financial participation among <strong>the</strong> five participating cities is <strong>the</strong> percentage <strong>of</strong>estimated dispatched calls attributed to each jurisdiction compared to <strong>the</strong> total estimated dispatched callsfor <strong>the</strong> current 12-month period ending December 31.The <strong>2012</strong> cost distribution for <strong>the</strong> five participating cities is as follows:<strong>City</strong> Dispatchable Calls Percent <strong>of</strong> TotalRenton 72,004 21.18%Kent 96,126 28.28%Auburn 65,612 19.30%<strong>Tukwila</strong> 33,645 9.90%Federal Way 72,547 21.34%Total 339,934 100.00%Valley Com is governed by an Administration Board composed <strong>of</strong> <strong>the</strong> Mayors from <strong>the</strong> five participatingcities <strong>of</strong> Renton, Kent, Auburn, <strong>Tukwila</strong>, and Federal Way. The Board is responsible for <strong>the</strong> followingfunctions: (1) Adopting an annual budget after review by participating legislative bodies; (2) Appointmentand/or discharge <strong>of</strong> <strong>the</strong> Director; (3) Approves personnel policy and makes final decisions on all majorpolicy changes; (4) Reviews and approves all contracts.In addition, an Operating Board was established and consists <strong>of</strong> two members <strong>of</strong> each participating <strong>City</strong>’sPublic Safety Departments, including <strong>the</strong> heads <strong>of</strong> such departments or <strong>the</strong>ir designees. The OperatingBoard performs <strong>the</strong> following functions: (1) Oversees <strong>the</strong> operation <strong>of</strong> Valley Com and advises andmakes recommendations to <strong>the</strong> Administration Board; (2) Makes recommendation on Director selection;(3) Presents proposed policies and budgets to <strong>the</strong> Administration Board; (4) Approves disbursement <strong>of</strong>funds by <strong>the</strong> Director.The Director presents a proposed budget to <strong>the</strong> Operating Board on or before August 15 <strong>of</strong> each year.The proposed budget is <strong>the</strong>n presented to <strong>the</strong> Administration Board by September 1 <strong>of</strong> each year. TheAdministration Board can make changes to <strong>the</strong> proposed Valley Com budget as it finds necessary, butfinal approval falls to <strong>the</strong> legislative body <strong>of</strong> each participating city, in accordance with <strong>the</strong> provisions <strong>of</strong><strong>the</strong> Interlocal Agreement.76
