Teachers feel that their labours are inefficient,since they are “reinventing the wheel” with each alternate course they create.Given current technologies, there is consensus that significant potential exists forteachers to share and benefit from online access to alternate courses andcurriculum.The materials and supplies required to develop and deliver this specializedcurriculum precipitated an added dilemma. While the Department of Educationprovides resources for the prescribed curriculum, the individual school isresponsible for purchasing specialized materials and curriculum.High interest-low vocabulary resources, for example, are often necessary for thedelivery of appropriate programming for special needs students, yet there is nofunding allocation for the purchase of such materials.Therefore, the Commission recommends thatRecommendation 15the Department of Education develop an online resource site ofalternate courses and alternate curriculum, includingsuggested resources.Recommendation 16The Department of Education provide specific funding toschools for purchasing/developing specialized materials andalternate curriculum.Focusing on Students:A Report of the ISSP & Pathways Commission56
3.9 Behavioural analysis and support plansThe Commission repeatedly heard reports from teachers and administrators aboutthe time constraints associated with Functional Behaviour Analysis and BehaviourManagement Plans. In fact, these initiatives were often the source of much criticismand debate as they are generally viewed as being extremely time-consuming. Thesurvey of educators reported that 75.2% identified the amount of time consumed incompleting Functional Behaviour Analysis and develop behavioural managementplans is excessive (See Table 11). Teachers felt that neither initiative contributesmuch to providing urgent supports for students with behavioural needs.
