3.0 Key Findings and Recommendations3.1 IntroductionAs indicated earlier, in focus group consultations throughout the province, the<strong>Commission</strong> heard educators and parents endorse the merits <strong>of</strong> the <strong>ISSP</strong> as aplanning tool in the delivery <strong>of</strong> services to students. Likewise, <strong>Pathways</strong> received asimilar endorsement. <strong>The</strong> participation <strong>of</strong> key stakeholders in information sharingand decision-making, combined with the goal <strong>of</strong> having students maximize theirabilities and degree <strong>of</strong> independence, are considered to be major assets <strong>of</strong> both the<strong>ISSP</strong> and <strong>Pathways</strong>. However, all stakeholders agreed that the reality <strong>of</strong> currentpractice has drifted from what is either articulated in current policy and/orenvisioned in the original development.3.2 Interagency Implementation<strong>The</strong> exact magnitude <strong>of</strong> this “policy drift” (Philpott & Dibbon, 2007) becameabundantly clear to the <strong>Commission</strong> early in its work. However, this drift was notspecific to education but applied to other government departments. In focusgroups throughout the province, the <strong>Commission</strong> heard parents and educatorsquestion the commitment <strong>of</strong> the Departments <strong>of</strong> Health and Community Services,Justice and Human Resources, Labour and Employment (hereafter referred to asthe ‘partner’ departments) to the <strong>ISSP</strong> process. <strong>The</strong> <strong>Commission</strong> heard that the<strong>ISSP</strong>, initially designed as an interdepartmental planning document, had evolvedinto a strictly educational document.Focusing on Students:A <strong>Report</strong> <strong>of</strong> the <strong>ISSP</strong> & <strong>Pathways</strong> <strong>Commission</strong>31
