CHAPTER IV.1667-1672.FRANCE TAKES POSSESSION OF THE WEST.Talon. — Saint-Lusson. — Perrot. — The Ceremony at Saut SteMarie. — The Speech of Allouez. — Count Frontenac.Jean Talon, intendant of Canada, was full ofprojects for the good of the colony. On the onehand, he set himself to the development of its industries,and, on the other, to the extension of itsdomain. He meant to occupy the interior of thecontinent, control the rivers, which were its onlyhighways, and hold it for France against every othernation. On the east, England was to be hemmedwithin a narrow strip of seaboard; while, on thesouth, Talon aimed at securing a port on the Gulf ofMexico, to keep the Spaniards in check, and disputewith them the possession of the vast regions whichthey claimed as their own. But the interior of thecontinent was still an unknown world.him to explore it;It behoovedand to that end he availed himselfof Jesuits, officers, fur-traders, and enterprisingschemers like La Salle. His efforts at discoveryseem to have been conducted with a singular economy

La Salle paid all the expensesof his firstexpedition made under Talon's auspicesand apparently of the second also, though the intendantannounces it in his despatches as an expeditionsent out by himself. 1 When, in 1670, he orderedDaumont de Saint-Lusson to search for copper mineson Lake Superior, and at the same time to take formalpossession of the whole interior for the King, it wasarranged that he should pay the costs ofby trading with the Indians. 2the journeySaint-Lusson set out with a small party of men,and Nicolas Perrot as his interpreter. AmongCanadian voyageurs, few names are so conspicuousas that of Perrot ; not because there were not otherswho matched him in achievement, but because hecould write, and left behind him a tolerable accountof what he had seen. 3 He was at this time twentysixyears old,and had formerly been an engage of theJesuits. He was a man of enterprise, courage, and1At least, La Salle was in great need of money, about the timeof his second journey.
