Thepercentage of residential meters not read by the company or the customer in 6 and 12months for the FE-PA Companies and a panel of other Pennsylvania EDCs, for 2006through 2009, is shown on Exhibit XI-7. From 2006 to 2009, the percentage ofresidential meters not read by the company or the customer in 6 months increased forMet-Ed, but remained the same for Penelec and Penn Power. Both Penelec and PennPower are performing slightly better in 2009 than in 2004, but Met-Ed is performingworse. From 2006 to 2009, the percentage of residential meters not read by theCompany or the customer in 12 months remained the same for Met-Ed, Penelec, andPenn Power. Penelec is performing slightly better in 2009 than in 2004, while Met-Edand Penn Power are performing the same.The FE-PA Companies have developed reports to identify residential meters notread in six and twelve months. The reports, which are developed monthly, are used toidentify meters that need to be addressed. Accounts appearing on the reports mayreceive a letter, phone call, and/or be scheduled to obtain a meter reading.- 78 -

Code § 56.12 (4) state that a utility may estimate thebill of a ratepayer if utility personnel are unable to gain access to obtain an actual meterreading, as long as the following apply:• The utility has undertaken reasonable alternative measures toobtain a meter reading, including, but not limited to, the provision ofpreaddressed postcards upon which the ratepayer may note thereading or telephone reporting of the reading.• The utility, at least every 6 months, or every four billing periods forutilities permitted to bill in excess of 1 month, obtains an actualmeter reading or ratepayer supplied reading to verify the accuracyof the estimated readings.• The utility, at least once every 12 months, obtains an actual meterreading to verify the accuracy of the readings, either estimated orratepayer read. (Emphasis added)Therefore, the FE-PA Companies are obligated to minimize the number of andpercentage of meters not read by the company or the customer in 6 and 12 months tobe more in line with the panel of other Pennsylvania EDCs. The FE-PA Companiesattribute their residential meters not read by the company or the customer in 6 and 12months to vacant properties, uncooperative tenants, incomplete customer records,foreclosures, frequent ownership changes of certain properties, unfavorable weather,etc. It is noteworthy that most of the other Pennsylvania EDCs are using more- 79 -
