The Department is also charged with providing supervision and rehabilitation services to state probationers and oversees the developmentand management of a network of diversion and transitionalcenters within the community for both male and femaleoffenders.The Constitution of Georgia which became effective July 1,1983, changed the Board of Offender Rehabilitation to a statutory board. The new Board is composed of fifteen members,one from each congressional district in the state and five additional members from the state-at-large. Members are appointedby the Governor to five-year staggered terms. The Board establishes general policy for the Department and is charged with theappointment of the Commissioner.Board MembersJames M.
