V.HISTORY. Georgia has had an Attorney General sinceearly colonial times. In fact, the first lawyer authorized topractice in Georgia was her first Attorney General. WilliamClifton, whose service to the colony began in 1754. The Judiciary Act of 1797 provided for an Attorney General and twoSolicitors General whose sole duties were to prosecute criminals. When named a constitutional officer in 1868, the AttorneyGeneral became the legal advisor of the Governor and otherstate government departments.Division I This Division represents the Department ofHuman Resources; the Department of Medical Assistance; theDepartment of Administrative Services; the State HealthPlanning and Development Agency; the Department of Community Affairs; and the State Indemnification Commission.Division II — This Division represents the Department ofNatural Resources; the Department of Agriculture; the Department of Industry and Trade; the State Forestry Commission; the Soil and Water Conservation Committee; the Officeof Energy Resources; the Council for Energy Resources; theState Department of Veterans Service; the State Department ofDefense; and the Area Planning and Development AdvisoryCommittee.Division HI — This Division is responsible for representingthe interests of the State in capital felony appeals, the defense ofcollateral attacks on criminal convictions where the prisonerinvolved is in the custody of a state-employed warden and therepresentation of the interests of the requesting state is inextradition matters before the Governor.DivisionIV This Division has as its major responsibilitythe handling of all legal affairs for the Department of Transportation. The division is also legal counsel to all state departmentsand authorities on matters related to construction activities,including the preparation and examination of contracts forarchitectural and engineering services and the negotiation orlitigation of disputes arising out of construction contracts.Division V — This Division represents the Department ofRevenue; the Georgia State Financing and Investment Commission; the Department of Banking and Finance; Office ofPlanning and Budget; State Auditor; and the Fiscal Division ofthe Department of Administrative Services. The division is alsoresponsible for legal services which are related to investmentsmade by the Teachers© and Employees© Retirement Systems ofGeorgia.Division VI This Division represents the State of Georgiaand all of its agencies, authorities, boards, commissions,departments, and retirement systems in all licenses, leases,rental agreements and loan instruments. The Division alsoprovides general legal services and representation to the StateProperties Commission and to most of the State authorities.Division VII This Division represents the Department ofLabor; the Board of Workers© Compensation; the Workers©Compensation Trust Fund (DOAS); the Subsequent InjuryTrust Fund; the State Personnel Board; State Merit System(including the State Employees© Health Insurance Plan); theGeorgia Office of Fair Employment Practices: the Employees©Retirement System; the Teachers© Retirement System; variousother State retirement systems: and the Campaign and Financial Disclosure Commission. Division VII further provideslegal assistance and representation to all State agencies inresolving matters involving employment discrimination.Division VIII This Division represents the Board ofRegents: the Comptroller General; the Department of Education; the Elections Division of the Secretary of State; the PublicService Commission; and several other smaller State government entities.Division IX This Division represents the Office of theSecretary of State and all of its departments, except elections;the Office of Consumer Affairs: and the Office of BarAdmissions.Division X - This Division represents the Department ofOffender Rehabilitation; the State Board of Pardons andParoles; the Department of Public Safety; and the GeorgiaBureau of Investigation.Division XI — This Division represents the State in theprosecution of organized criminal activity involving statewideor multi-jurisdictional operation, with particular emphasis ondrug trafficking: public corruption involving state interests;and other matters as directed by the Governor or by the Attorney General as authorized by Georgia law.Computer Services — This Division has the responsibility tomanage all automated services for the Law Department,including word processing.State Library The State Library is designated as an officialdepository for State and selected federal publications.
