INTRODUCTION: The 78 th Training Division <strong>Marksmanship</strong> Pr<strong>of</strong>iciency Training Exerciseis designed to increase combat marksmanship skills, recognize individual and team achievement,and to develop marksmanship trainers. Combat matches enable Warriors to concentrate solely onmarksmanship training under competitive conditions.2. DATES: 20 Oct 2011 thru 22 Oct 20113. LOCATION: Range 15 Known Distance Range, Joint Base MDL, New Jersey.4. SPONSOR: RTC-East, 78 th Training Division5. TOURNAMENT OFFICIALS:a. Match Director – 1SG Will Phiferb. Individual and Team entries are welcome.a. Individual/Team Entries must be on a duty status while participating in <strong>the</strong> competition.b. For <strong>the</strong> Commander Cup 21OCT11: All competitors are eligible to compete for trophiesand medals.c. Eligibility for <strong>the</strong> Excellence in Competition on 22OCT11, will be open to only thoseservice members who have not previously received EIC points. Four (4) EIC points will beawarded to <strong>the</strong> top ten percent <strong>of</strong> competitors and a Bronze . Results will be forwarded to <strong>the</strong>U.S. <strong>Army</strong> <strong>Marksmanship</strong> Unit custodian for EIC awards (Mr. Michael Behnke). He will<strong>the</strong>n forward medals and results to <strong>the</strong> EIC custodian for each Service involved in <strong>the</strong>competition.


d. Team entries must consist <strong>of</strong> four firers. Team members can have a team captain and/ orcoach for a maximum <strong>of</strong> 6 team members.7. ENTRIES:a. The Match Director reserves <strong>the</strong> option to make modifications asnecessary.9. UNIFORM: Uniform will be ACU or appropriate combat uniform, Helmet, Tactical Vest(See Enclosure 2). Hearing protection is required and will be provided to firers. All participantsmust bring eye protection. SCORE CARDS: Score cards will be provided for each individual and team. When <strong>the</strong> TeamCaptain or individual signs his/her score card, <strong>the</strong>y are accepting <strong>the</strong> score as true and correct.Challenges will be made at <strong>the</strong> time <strong>of</strong> scoring and before leaving <strong>the</strong> firing line. Scores will be<strong>of</strong>ficial one hour after posting. The Range NCOIC will make <strong>the</strong> final decision, or discrepinces.*COMPETITORS ARE RESPONSIBLE FOR KNOWING THEIR COMPETITOR NUMBER*19. WEAPONS: Individuals/unit team members for <strong>the</strong>se competitions will utilize unitTOE/TDA assigned weapons. Authorized Rifles include M16A2, M16A3, M16A4, and <strong>the</strong>M4/M4A1 Carbine. Weapons will be rack grade. Weapons will be subject to inspection andweighing <strong>of</strong> triggers IAW appropriate TMs. Sights may be blackened. Individuals and teamsare encouraged to furnish <strong>the</strong>ir own magazines; 4 additional rifle magazines per Soldier will beavailable from match organizers.20. WEAPON SECURITY: Weapons will be transported in accordance with <strong>the</strong> provisions <strong>of</strong>AR 190-11. Competitors are responsible for safeguarding <strong>the</strong>ir weapons and equipment duringtransport and at <strong>the</strong> range. An Arms Room will be available for competitors who do not haveArms Room support (Contact <strong>the</strong> POC to arrange for arms room draw and turn in). Allindividuals and teams will utilize <strong>the</strong> designated weapons storage area. Weapons or weapon partsmust be conveyed in government vehicles. No weapons will be transported in POV’s. Van’s and Bus transport will be provided from <strong>the</strong> Arms Room to Range 15 for competitors whothat do not have GSA transportation.21. PARKING: Designated parking areas will be marked.22. EQUIPMENT: All team members including team captains and coach will wear requiredequipment as outlined in Enclosure 2.23. FIRING POSITIONS AND RANGE COMMANDS: See Enclosure 3 and Enclosure 4.24. MATCH RESULTS: Match results will be provided at <strong>the</strong> Awards Ceremony and daily as<strong>the</strong>y are updated <strong>the</strong>y will be available online.25. AMMUNITION: Ammunition will be issued on <strong>the</strong> firing line. No o<strong>the</strong>r ammunition will beallowed. No modifications to ammunition will be permitted. Competitors will not remove brassor ammunition from <strong>the</strong> range. Any individual or team violating <strong>the</strong>se rules will be disqualifiedfrom <strong>the</strong> competition and subject to appropriate UCMJ action.26. COACHING: only <strong>the</strong> designated captain or coach for each team may adjust <strong>the</strong>ir teammember’s fire direction during any team match.27. 8. ALCOHOL: Alcoholic beverages WILL NOT be consumed on <strong>the</strong> range at any time.Competitors exhibiting any evidence <strong>of</strong> having consumed alcohol prior to his/her arrival at <strong>the</strong>range will be disqualified, and subject to UCMJ action.9. EYE PROTECTION: Eye protection is required on <strong>the</strong> pistol range. Prescription eyeglassesor standard issue safety eye protection will suffice. Safety glasses are not available for issue.10. SIGHT ADJUSTMENTS: Rifle sights may be adjusted at any time utilizing proper safetyprocedures.11. SAFETY BLOCKS/SAFETY FLAGS: Safety blocks/Safety flags/Empty ChamberIndicators (ECI) are mandatory and are to remain in <strong>the</strong> weapon at all times until directedo<strong>the</strong>rwise by <strong>the</strong> Range Control Tower.


ENCL 2UNIFORM AND EQUIPMENT REQUIREMENTS1. VIP/visitors/observers: ACU with s<strong>of</strong>t cap.2. Range personnel: ACU with distinctive cap.3. Individual Competitors: Individual competitors will wear ACU’s. This will include at aminimum <strong>the</strong> following equipment:a. Helmetb. Authorized combat boots.c. LBV or IBA as issued to include: web belt (if LBV), suspenders (if LBV), minimum <strong>of</strong>two rifle ammunition pouches and two pistol magazine pouches, first aid pouch, canteen withcup and carrier or camelback.d. 4 rifle magazines AND 4 pistol magazines (pistol MAGS will remain on <strong>the</strong> firing line)e. Hearing and eye protection.4. Additional Competitor Equipment Allowances and Limitations:a. Issue cold wea<strong>the</strong>r undergarments and combat sweaters are permitted.b. Issue wet wea<strong>the</strong>r clothing may be worn, including overshoes, ponchos, raincoats andtrousers.c. Issue gloves (without any modification) may be worn. Shooting gloves or mitts are notallowed.d. The issue poncho, shelter half or <strong>the</strong> equivalent, may be used as a ground cover or as afiring mat. No o<strong>the</strong>r ground sheets or firing mats may be used. If <strong>the</strong> stage requires downrange movement, <strong>the</strong> competitor must remove <strong>the</strong> ground cover from <strong>the</strong> firing point beforemoving down range.e. Rucksacks (or similar) and butt packs may be used at <strong>the</strong> option <strong>of</strong> <strong>the</strong> competitor. Theseitems must be ACU, OD Green, Woodland Camo or Black in color.f. Shooting stools may be used but cannot be taken forward <strong>of</strong> <strong>the</strong> assembly line in combatmatches.g. Elbow pads and/or kneepads are permitted in all matches.5. Coaches and team captains will be in <strong>the</strong> same uniform as competitors for team matches.6. Optical Aids Allowed:a. Binoculars and Telescopes: Binoculars (up to 10 power x 50 mm) and telescopes (up to60 power x 82 mm), with stands or rests, are allowed.b. Eyeglasses and Sighting Devices: Prescription eyeglasses clear safety glasses,prescription sunglasses, or contact lenses are permitted. <strong>Civilian</strong> eyeglasses or sunglassesmust conform to paragraph 1-15, AR 670-1.


ENCL 3RIFLE RANGE COMMANDS, POSITIONS, SCORING, AND MISCELLANEOUS1. RIFLE RANGE COMMANDS:a. The rifle is “UNLOADED” when: <strong>the</strong> magazine is empty, <strong>the</strong>re is no magazine in <strong>the</strong>rifle, <strong>the</strong> chamber is empty, <strong>the</strong> bolt is to <strong>the</strong> rear, <strong>the</strong> dust cover is open, and <strong>the</strong> selector ison safe, and <strong>the</strong> ECI is in <strong>the</strong> magazine well.b. The rifle is at “LOCK” when: <strong>the</strong> bolt is forward (action cocked), a loaded magazine isin <strong>the</strong> rifle, <strong>the</strong> chamber is empty, and <strong>the</strong> selector lever is on "safe".c. The rifle is at “LOAD” when: a loaded magazine is in <strong>the</strong> rifle, a round is in <strong>the</strong> chamber,<strong>the</strong> bolt is forward (action cocked), and <strong>the</strong> selector lever is on "safe".d. The rifle is at “OFF SAFE” when: a loaded magazine is in <strong>the</strong> weapon, a round is in <strong>the</strong>chamber, <strong>the</strong> bolt is forward (action cocked), and <strong>the</strong> selector lever is on “semi”.e. Upon <strong>the</strong> command <strong>of</strong> “WATCH AND SHOOT” competitor will scan for <strong>the</strong>ir targetand engage it when it appears.2. RIFLE FIRING POSITIONS DEFINED: The technical "correctness" <strong>of</strong> positions will notbe monitored, evaluated or o<strong>the</strong>rwise graded. All o<strong>the</strong>r aspects <strong>of</strong> <strong>the</strong> firing positions are left to<strong>the</strong> discretion <strong>of</strong> <strong>the</strong> competitors. No hole or alteration may be made in, on, or to <strong>the</strong> firing point,which would assist a competitor in holding <strong>the</strong> rifle steady. Safety, stability, and reducedvisibility to enemy observation are important points to consider. Unless o<strong>the</strong>rwise noted, allpositions are unsupported.a. Prone Position: The butt <strong>of</strong> <strong>the</strong> rifle must rest against <strong>the</strong> shoulder or armpit. At leastone elbow must touch <strong>the</strong> ground, with <strong>the</strong> rest <strong>of</strong> <strong>the</strong> body mostly in direct contact with <strong>the</strong>ground. Magazines may be rested on <strong>the</strong> ground.b. Fighting Position: The butt <strong>of</strong> <strong>the</strong> rifle must rest against <strong>the</strong> shoulder or armpit. Thisposition is fired from a gun pit. Sandbags may be used for support.c. Standing Position: The butt <strong>of</strong> <strong>the</strong> rifle must rest against <strong>the</strong> shoulder or armpit, with <strong>the</strong>body erect on both feet and legs uncrossed. No part <strong>of</strong> <strong>the</strong> body o<strong>the</strong>r than <strong>the</strong> feet will touch<strong>the</strong> ground or any o<strong>the</strong>r supporting object. The rifle will be held using both hands.d. Sitting Position: The butt <strong>of</strong> <strong>the</strong> rifle must rest against <strong>the</strong> shoulder or armpit, with <strong>the</strong>weight <strong>of</strong> <strong>the</strong> body supported on <strong>the</strong> buttocks. Legs may be parted or crossed. The rifle willbe held using both hands.e. Kneeling Position: The butt <strong>of</strong> <strong>the</strong> rifle must rest against <strong>the</strong> shoulder or armpit, with nopart <strong>of</strong> <strong>the</strong> body except one foot and <strong>the</strong> o<strong>the</strong>r leg from <strong>the</strong> knee downwards touching <strong>the</strong>ground or any o<strong>the</strong>r supporting object.f. Squatting Position: The butt <strong>of</strong> <strong>the</strong> rifle must rest against <strong>the</strong> shoulder or armpit, with<strong>the</strong> weight <strong>of</strong> <strong>the</strong> body supported on both feet and <strong>the</strong> knees bent. No o<strong>the</strong>r part <strong>of</strong> <strong>the</strong> bodywill touch <strong>the</strong> ground or any o<strong>the</strong>r supporting object.g. Alert Position: Standing with <strong>the</strong> butt <strong>of</strong> <strong>the</strong> rifle in <strong>the</strong> shoulder with <strong>the</strong> muzzlepointing at <strong>the</strong> ground at an angle <strong>of</strong> approximately 45 degrees and <strong>the</strong> rifle at "LOAD".O<strong>the</strong>rwise, <strong>the</strong> position is <strong>the</strong> same as <strong>the</strong> standing position.


3. RIFLE SCORING: When scores are not maintained in <strong>the</strong> pits, individuals are responsiblefor verifying <strong>the</strong> score entered on <strong>the</strong>ir scorecard before turning in <strong>the</strong> card and leaving <strong>the</strong>range. Scorecards will not be issued on <strong>the</strong> range to replace lost scorecards. Competitors wholose <strong>the</strong>ir scorecards must go to <strong>the</strong> STATS <strong>of</strong>fice and receive replacement scorecards if <strong>the</strong>y canjustify <strong>the</strong> loss.a. Rifle Slow Fire Matches:(1) Competitors are required to score and mark targets unless o<strong>the</strong>rwise directed by <strong>the</strong>Range Officer.(2) Upon completion <strong>of</strong> <strong>the</strong> match, score cards will be verified and signed by <strong>the</strong>competitor and scorer. It is <strong>the</strong> competitor's responsibility to ensure his scorecard hasbeen correctly completed and <strong>the</strong> correct number <strong>of</strong> hits and <strong>the</strong>ir value have beendocumented. The statistical <strong>of</strong>ficer will re-compute <strong>the</strong> total value on <strong>the</strong> scorecard. Thecompetitor or team is responsible for turning in <strong>the</strong> score card to range personnel.(3) Any objection to <strong>the</strong> scores entered on an individual or team score card must be madeimmediately on <strong>the</strong> firing point. Subsequent challenges will not be accepted.(4) If no shot is marked or scored after a shot has been fired, <strong>the</strong> competitor or <strong>the</strong> scorermay request range personnel to have <strong>the</strong> target pulled and marked.(5) Scorer must have a scope or binoculars.b. Rifle Timed Fire Matches: In snap shooting, rapid fire, fire with movement stages, andany o<strong>the</strong>r stage in which each shot is separately marked, <strong>the</strong> method <strong>of</strong> scoring will be:(1) Each sighting shot, where allowed, will be marked by a spotting disc as for a slow fireshot.(2) When a stage <strong>of</strong> <strong>the</strong> match has been completed, if <strong>the</strong>re are no challenges, <strong>the</strong> range<strong>of</strong>ficer will signal to <strong>the</strong> pits to score <strong>the</strong> targets.(3) Scores will be taken and <strong>the</strong> total number <strong>of</strong> hits and <strong>the</strong>ir value will be shown on <strong>the</strong>scorecards.(4) Spotting discs will be placed in all shot holes and targets raised.c. Rifle Marking and Scoring:(1) During slow fire matches and for rapid/snap match sighting shots, each shot will bemarked separately. The actual shot hole will be indicated by a spotting disc and <strong>the</strong> shotvalue will be indicated by a scoring disc.(2) During slow fire, value and location will be marked by a fluorescent orange disk.X 25 4 3


(3) During slow fire matches, <strong>the</strong> competitor will commence his record shotsimmediately after <strong>the</strong> sighting shots have been marked. There will be no delay to paste anold shot; <strong>the</strong> old sighting shot will be pasted when <strong>the</strong> new shot is marked.(4) During scoring, <strong>the</strong> scorer will tell <strong>the</strong> shooter which shot he fired and <strong>the</strong> value <strong>of</strong><strong>the</strong> shot. i.e., "Your first sighting shot is a X." The scorer can tell <strong>the</strong> competitor <strong>the</strong>location <strong>of</strong> <strong>the</strong> shot but cannot tell him how to correct his shot.(5) When a shot touches <strong>the</strong> line between two scoring divisions <strong>of</strong> <strong>the</strong> target, <strong>the</strong>competitor will be credited with <strong>the</strong> higher value.d. Excessive Hits:(1) When, in any match or series <strong>of</strong> matches, <strong>the</strong> total number <strong>of</strong> hits on a competitor'starget or targets exceeds <strong>the</strong> number <strong>of</strong> shots he fired, and when <strong>the</strong>re is no means <strong>of</strong>identifying <strong>the</strong>se shots, all hits will be scored and <strong>the</strong> procedure will <strong>the</strong>n be as follows:(2) If it can be proven <strong>the</strong> excessive hits were made by <strong>the</strong> individual firing more than <strong>the</strong>number <strong>of</strong> shots allowed, <strong>the</strong> score will be disallowed and <strong>the</strong> penalty may bedisqualification for that stage or match. The pit NCOIC will make <strong>the</strong> final decision.(3) In <strong>the</strong> case <strong>of</strong> crossfire, if a target has less than fifteen (15) hits, starting alternately,take <strong>the</strong> low and high hits <strong>of</strong>f <strong>the</strong> total, up to <strong>the</strong> number <strong>of</strong> excessive hits, beginning with<strong>the</strong> low numbers. If a target has fifteen (15) or more hits <strong>the</strong> competitor has <strong>the</strong> option tore-fire. Targets will not be shown if a re-fire is selected. The Pit NCO will call <strong>the</strong> LineNCO with <strong>the</strong> possible score using <strong>the</strong> less than 15-hit rule.4. MISCELLANEOUSa. Challenges in Rifle Matches:(1) Slow Fire Matches: During slow fire matches <strong>the</strong> signaled value <strong>of</strong> a hit may bechallenged only before any subsequent shot has been fired at <strong>the</strong> same target. Thefollowing procedures will be used to determine <strong>the</strong> results <strong>of</strong> <strong>the</strong> challenge.i. If <strong>the</strong> challenge is for a hit, <strong>the</strong> hit or a miss will be signaled.ii. If <strong>the</strong> challenge is for a higher value, <strong>the</strong> correct value will be signaled.iii. During slow fire matches, a ricochet will be signaled as a miss. No spotting discwill be shown. A shot will not be declared a ricochet unless it gives evidence (by <strong>the</strong>throwing <strong>of</strong> sand or dirt against <strong>the</strong> target in <strong>the</strong> pits) that it has previously struck <strong>the</strong>ground. An elongated hole is not, by itself, evidence <strong>of</strong> a ricochet.(2) Timed Fire: During timed exposures, <strong>the</strong> following will occur:i. If <strong>the</strong> challenge is for <strong>the</strong> number <strong>of</strong> hits in a match o<strong>the</strong>r than slow fire matches,<strong>the</strong> competitor will be advised <strong>of</strong> <strong>the</strong> pit <strong>of</strong>ficer's decision before <strong>the</strong> match continues.ii. If <strong>the</strong> challenge is for <strong>the</strong> non-exposure or short exposure <strong>of</strong> a target during amatch, and this is confirmed by a block <strong>of</strong>ficer, pit <strong>of</strong>ficer or scorer on <strong>the</strong> firing line,<strong>the</strong>re will be an additional exposure <strong>of</strong> <strong>the</strong> target for that competitor only for <strong>the</strong> timestipulated for <strong>the</strong> match. The additional exposure must be identified before <strong>the</strong> nextstage begins.iii. If <strong>the</strong> challenge is for a higher value, <strong>the</strong> correct value will be signaled.


. Timing <strong>of</strong> Exposures in Rifle Matches:(1) Method: A stopwatch will be used for timing exposures or <strong>the</strong> duration <strong>of</strong> firing. The<strong>of</strong>ficial time for all timed exposures will be kept in <strong>the</strong> pit.(2) Timed exposures: In timed exposures, raising, lowering and <strong>the</strong> facing <strong>of</strong> targets is tobe done as quickly as possible. In all types <strong>of</strong> matches, <strong>the</strong> exposure will be timed from<strong>the</strong> moment <strong>the</strong> last target is exposed and stationary. Targets will not be spun oro<strong>the</strong>rwise manipulated to signal a hit. No verbal indication as to how <strong>the</strong> time is passingis allowed, except in coached team matches.c. Tie-Breaking Procedures:(1) Individual Matches: The following steps will break ties in individual matches inorder.i. Single Stage. By <strong>the</strong> greatest number <strong>of</strong> “X”s. By inverse order <strong>of</strong> shots, counting singly from <strong>the</strong> last shot to <strong>the</strong> first shot.ii. Multiple Stages at different distances. By <strong>the</strong> greatest number <strong>of</strong> “X”s. By <strong>the</strong> score fired at <strong>the</strong> longest distance, <strong>the</strong> next longest distance, etc.iii. Multiple Stage at different distances, but <strong>the</strong> score at each distance and/orstage cannot be determined. (Scored as single target) By <strong>the</strong> greatest number <strong>of</strong> “X”s. By <strong>the</strong> greatest number <strong>of</strong> hits <strong>of</strong> highest value, next highest value, etc.iv. Multiple Stage at different distances, but <strong>the</strong> score at each distance and/orstage cannot be determined.
