Thegunman opened fire in a dorm on campus and two hours later moved across campusinto Norris Hall where classes were being held. At the end of the day, 32 people werekilled and 17 were wounded.In August 2007, the Commonwealth of Virginia released a report specifying failuresduring the incident, including:1. Virginia Tech PD erred in not requesting that a campus‐wide notification besent indicating that two persons had been killed and that all students andstaff should be cautious and alert.2. Senior University administrators failed to issue an all‐campus notificationabout the killings until almost 2 hours had elapsed.FourTel Communications recognizes the need to inform the public quickly andeffectively when emergency situations arise. We plan to develop a system that will becapable of communicating emergency messages to large amounts of people.Not only would a system like this be extremely helpful in emergency situations, it wouldalso be highly valuable as a method for informing people of everyday news. If acompany has offices spread out over a large area in an urban environment, this systemcould be used to transmit messages to display on marquees in all of the company’soffice buildings. It would also be beneficial to display messages in selected offices floorsor rooms in buildings. Thus a message system with an addressing capability is needed.

FourTel Communications is dedicated to developing a system that will send real‐timecustom messages to remote and mobile LED marquees over a large area. This type ofsystem can be extremely beneficial in both private and public functions.Currently, there are no viable methods for wirelessly transmitting data over large areas.802.11 is only useful in areas of less than 100 yards. Even the best WiFi networks haveranges of less than a mile. Our goal is to use the HD radio system to accomplish the kindof text communications that have never been possible before. If HD Radio can beutilized to provide this service, the coverage area could extend up to 20 miles away fromthe source transmitter. This will greatly increase the versatility of the system and makeit possible for people to be informed of possibly hazardous situations.We feel that this idea will greatly benefit the public and increase awareness of currentevents. If one life is saved, we fell that this project will a complete success.
