URBAN DESIGN ASSOCIATES BOULEVARD FRAMEWORK STUDY December 9, 2003 UDA was hired by the five CDC’s affected by the proposed boulevard connection to work with them to develop a conceptual land use study of the impact of the connection on the surrounding neighborhoods. The purpose of the study is to determine if this proposed boulevard connector alternative should continue into the Innerbelt Study’s next stage of planning. This project will study the impacts and benefits of the proposed connection on the neighborhoods affected. Some of the concerns that led to this study include: • The transit planners are studying potential alignments, and the best traffic flow possible, not the neighborhood impacts of these proposals. • The transit planners did not determine if there was an alternative that did not take any residential buildings. • Through the creation of a Steering Committee, which is guiding this study, representation of the neighborhood and their CDC’s is actively sought. • This is not a master plan process; rather the Boulevard Framework Study will identify the impacts and benefits of the potential boulevard on the adjacent neighborhoods from East 55th Street to East 105th Street. First, the regional analysis drawings will be discussed to look at the connection in the context of the city; to better understand the issues, and then the smaller scale, area-wide scale drawings will be described. 1. LOCATION MAP • Describe the location of boulevard relative to the proposed improvements to the arterials in the Innerbelt Study. • The boulevard will connect from East 55th Street to 105th Street. • We think that the Innerbelt Study’s title for this connector is misleading - the University Circle Access Boulevard. The reality is that it will change the traffic pattern not only for University Circle, but also for the many neighborhoods that border the boulevard. 2. 4. INDUSTRIAL X-RAY<br />

• The study area is characterized by industries that were built around rail access. Today, the<br />

preferred transportation method is the interstate highway system, and this area doesn’t have good<br />

interstate highway system access for distribution.<br />

• This area is both a rail and industrial corridor; however, now these industrial areas act as urban<br />

barriers.<br />

• The neighborhoods are no longer “lunch box” communities where people lived and worked in the<br />

same area.<br />

5. COMMERCIAL X-RAY<br />

• Commercial uses are co-located along Cleveland’s major streets such as Cedar, Carnegie and<br />

Cedar.<br />

• There are very little neighborhood-serving commercial uses in and around the study area.<br />

6. INSTITUTIONAL X-RAY<br />

• There is a lot <strong>of</strong> open space adjacent to the study area but most uses are cemeteries; there appears<br />

to be a lack <strong>of</strong> neighborhood-serving parks and open space.<br />

• There are many institutions in Cleveland, but this area has the lowest density <strong>of</strong> these -- as with<br />

housing, industrial, commercial x-rays, this area has less <strong>of</strong> these uses than the neighborhoods<br />

around it.<br />

• These patterns suggest that this area may need a full scale master plan<br />

7. WARD BOUNDARIES<br />

• Majority <strong>of</strong> study area is primarily in Wards 5 and 6, but touches Wards 4 and 12. We are<br />

planning to meet with all 4 councilpersons during this process.<br />

• This potential connection is not an issue restricted to one jurisdiction; the boulevard proposal<br />

affects 4 wards.<br />

8. CDC BOUNDARIES<br />

• The CDC boundaries don’t follow either the ward or neighborhood boundaries; the study area<br />

cuts across many CDC boundaries: Maingate, BBC, Slavic Village, FRDC, and University Circle.<br />

• These are the groups that form our steering committee.<br />

9. LOCAL STREET NETWORK<br />

• One <strong>of</strong> the challenges is that the Interstate system ends at East 55th, with all the neighborhood<br />

traffic being funneled onto Woodland and East 55th which creates a huge bottleneck.<br />

• There are very few connections across the tracks and areas adjacent to the tracks have poor access<br />

at every level (local street, arterial, highway, etc.).<br />

10. AREAS WITH MASTER PLANS<br />

• There is a lot <strong>of</strong> master planning done in the adjacent area to the study area including Central and<br />

Fairfax and Slavic Village.


• The core <strong>of</strong> the study area, the Forgotten Triangle, does not have a master plan (this was very<br />

clear during the meeting with Tim Tramble). The boulevard will have a major impact on this<br />

area; however, there is no master plan to guide any revitalization efforts. Residents have not<br />

determined what the future <strong>of</strong> this area should be.<br />

• Residents need to be engaged to determine the future <strong>of</strong> this area; but that is not within the scope<br />

<strong>of</strong> our study. We have just identified a need. We are not doing a master plan here; just looking at<br />

the impacts and benefits <strong>of</strong> a potential boulevard alignment.<br />

11. CURRENT INITIATIVES<br />

• Initiatives follow master plans (Central, Fairfax, Slavic Village, etc.)<br />

• Most <strong>of</strong> these initiatives are linked to major arterials, such as East 55th, Cedar, Carnegie , and<br />

Euclid.<br />

12. PROPOSED BOULEVARD ALIGNMENTS<br />

• ODOT has a number <strong>of</strong> alignments (up to 13)<br />

• We believe that there is a “no residential take” alignment -- its not the straightest or cheapest<br />

alternative, but it is possible.<br />

• However, there is not a “no take” alignment; there would be an impact on industrial properties.<br />

• Future study will be required by ODOT (which is the point <strong>of</strong> keeping this option in the Innerbelt<br />

<strong>Study</strong>’s next round <strong>of</strong> planning).<br />

13. ACCESS TO NEIGHBORHOODS<br />

• Regardless <strong>of</strong> what the residents decide what the future <strong>of</strong> this area will be, the boulevard<br />

(because the bottleneck at East 55th and Woodland would be avoided) will provide improved<br />

access for all the neighborhoods it borders; not just University Circle<br />

• The Boulevard will be designed as one, not as a highway, it will be designed as a boulevard (see<br />

photo)<br />

• Better access from regional highway system for all neighborhoods<br />

14. NEW DISTRIBUTION NETWORK/NEIGHBORHOOD JOBS<br />

• The proposed Boulevard will link industrial opportunity sites to the regional distribution network<br />

(highways)<br />

• These industrial sites are currently served by rail; and therefore underutilized. In the future, they<br />

would be served by a more direct connection to the regional highway network.<br />

15. VACANT LAND<br />

• The study area bisects a large reservoir <strong>of</strong> vacant and underutilized land. In some areas, over 50%<br />

<strong>of</strong> the land is vacant or occupied by abandoned buildings<br />

16. VACANT LAND OWNERSHIP<br />

• The majority <strong>of</strong> the vacant land is publicly owned by the city, board <strong>of</strong> education, etc. Although<br />

ownership <strong>of</strong> vacant land is split between public agencies, institutions, and private owners, about<br />

50% <strong>of</strong> the vacant land adjacent to the study area is publicly owned.


17. POTENTIAL DEVELOPMENT AREAS<br />

• Within the immediate area <strong>of</strong> the corridor, there is nearly 900 developable acres <strong>of</strong> land. Nearly<br />

600 acres <strong>of</strong> residential land, and 300 acres <strong>of</strong> industrial land.<br />

• Not all <strong>of</strong> this land can be developed. Net developable land allows for parks and open space,<br />

along with accounting for parcels that may not be able to be acquired. Taking this into account,<br />

there are over 300 acres <strong>of</strong> developable land.<br />

18. POTENTIAL COMMERCIAL AND INDUSTRIAL TAKES<br />

• An alignment exists that does not require any residential properties to be taken. The majority <strong>of</strong><br />

commercial/industrial takes along this alignment are for vacant properties.<br />

19. PROPOSED SECTION AND BOULEVARD PRECEDENT PHOTOS<br />

• These photos show similar boulevards from around the country. These show what the boulevard<br />

may look like, taking into account not only heavy traffic volumes, but it is used as a pedestrian<br />

friendly, neatly streetscaped front door for these areas.<br />

FUTURE OPPORTUNITIES<br />

• By giving the Forgotten Triangle a “main street,” a framework to create a place is established<br />

where none exists today.<br />

• The boulevard will provide improved access to the neighborhoods and link the industrial<br />

opportunity sites to the regional distribution network.<br />

• The boulevard appears to provide the opportunity for the area to go back to what it once was -<br />

good jobs and strong housing which historically follow good access.<br />

• A resident driven master plan needs to be done for the Forgotten Triangle and adjacent areas.<br />

• With the upgrading <strong>of</strong> the train stations, there may be an opportunity for transit oriented<br />

development at 55th, Buckeye, and 105th, and 79th.<br />

• We are sensitive to the need for resident input; this is not a master plan.
