NGV Annual Report 2003/04 Support 87Human ResourcesThe NGV recognises the importance of an organisationthat leads, develops and retains its people byproviding a supportive environment and appropriateinfrastructure. The staff in the HR department workedhard toward achieving this objective over the last year.The Department’s primary focus is to support andinitiate people management activities. A key successfactor is progress in ensuring that we are recruitingand retaining the best people that demonstrate NGVcore values of excellence, integrity and access. TheHR department delivers a range of support servicesincluding payroll management, provision of advice onconditions of employment, employee and industrialrelations, staff counselling and mentoring as well ascontributing to future workforce and strategic planning.Support is offered to all staff through a confidentialEmployee Assistance Program.Throughout the past year the Department successfullynegotiated and had certified the NGV’s EnterpriseAgreement 2003–05 in the AIRC; carried out asuccessful recruitment and induction program for theopening of NGV International along with supportingthe relocation of staff back to NGV International.The Department also improved service delivery byintroducing Employee Self Service and implementedand transferred all non executive staff into the newVPS Career Structure and Classification system.Risk & FacilitiesManagementThe Risk and Facilities Management department isresponsible for all aspects of the management ofthe NGV’s two iconic buildings. This ranges fromthe security of the collections and works on displaythrough to compliance with OH+S requirements. Thedepartment’s major focus during the year has been onthe completion of the St Kilda Road site, the relocationof art and people from North Melbourne to St KildaRoad and finalising the operations of a complexredeveloped building.Achievements in 2003/04 included:• Delivering the opening of the St Kilda Road buildingon time• Relocating staff from offices in North Melbourne toNGV International in St Kilda Road• Tendering and implementing major contracts forcleaning and security at NGV International• Implementing more for sophisticated support formanagement of NGV contracts• Conducting a major safety review of NGV International• Implementing a Service Desk and Computer AidedFacility Management System• Continuing to oversee successful running andoperation of The Ian Potter Centre: NGV Australia atFederation SquareNGV International was short-listed for the NationalElectrical Contractors Association award for therefurbishment electrical works carried out by Stowe’s.Contract builder Baulderstone Hornibrooke wasawarded the Australian Institute of Building awardfor professional excellence in construction for theirrefurbishment work at NGV International.The NGV’s Manager of Risk and Facilities, Tony vanNoordenburg, travelled to Queensland to provideadvice to Queensland Art Gallery regarding facilitymanagement and operational aspects of their newcontemporary gallery.Asset ManagementNow that the NGV has opened two outstanding artmuseums at NGV International and The Ian PotterCentre: NGV Australia, there is the need for a mediumterm Asset Strategy to ensure the facilities continueto enable the Gallery’s vision to be delivered over thecoming 10 to 15 years.Under the supervision of the Council InfrastructureCommittee, the Asset Management SteeringCommittee is working towards completion of theStrategy in September 2004. The Strategy will formthe basis of NGV’s future capital bids to Government,and will contain the following key elements:• Strategic Directions for Asset Management, set by theExecutive Team and Trustees• Space Management Planning, including storageprojections for the footprint required to house NGV’sexpanding collection• Asset life cycle costing information, covering the assetrenewal and maintenance requirements to keep thefacilities in the current excellent condition
88 SupportNGV Annual Report 2003/04Information TechnologyMaintaining effective and efficient management andservicing of the NGV’s IT infrastructure is paramount.All areas of NGV business rely upon IT support—from curatorial research, to ticketing, to our internaltelephone systems, maintaining data bases, cataloguingof artworks—the list of activities requiring technologicalequipment and expertise goes on. Without reliablesystems and the expertise of staff to manage thesesystems, the NGV would not be able to perform its corefunctions effectively, nor act as a benchmark operatingmodel for other cultural institutions.Daily operations of the IT department include:• Desktop support for more than 300 staff andcontracted companies across both NGV buildings• Application management to ensure that the NGVreceives the most efficient and effective use ofapplications to support business decisions• Network management to ensure that data is deliveredto all users in an efficient and cost-effective manner• Planning and strategic activities to ensure that theNGV’s IT systems keep pace with the demands ofits usersDepartmental achievements in 2003/04 include:• a restructuring of the IT Department• Relocation of NGV staff to the St Kilda Road building• Commencement of Network Operating EnvironmentReview projectFinance and PlanningThe Department is responsible for:• Ensuring sound financial management and supportingthe NGV’s financial sustainability• Leading effective corporate planning and reporting• Providing responsive and effective financial andadministrative services to management and staff• Improved financial management across NGV,to support the increased scale and complexityof operations• Development of stronger and more informedrelationships with central agencies• Increased focus on understanding the economicimpact of the NGV on the State of VictoriaGovernanceThe National Gallery of Victoria Act 1966 establisheda Council of Trustees with overall responsibility forthe National Gallery. The Council of Trustees reportsto the Minister for the Arts, The Honourable MaryDelahunty MP.Governance at the NGV establishes and developsprocesses and relationships to enable managementto assure the NGV Council of Trustees and Trusteesto in turn assure the government and other keystakeholders that the NGV is achieving its agreedpriorities and outcomes, sustainably and effectively.This includes assuring the Trustees that NGV practices,policies and systems adhere to legislative requirementsand provide for accountability and transparency.Achievements in 2003/04:• Established six Council standing committees alignedwith the key policy areas outlined in the 2003–06strategic plan• Developed a Financial Code of Practice and a Giftsand Benefits Policy which cover the standards ofconduct expected from all employees in respect offinancial and related mattersDepartmental Achievements in 2003/04• Development of the three-year strategic plan inconjunction with key stakeholders• Implementation of a new reporting framework to focuson cross-divisional projects and key performancetargets recognising that these are both qualitativeand quantitative• Formal assessment of NGV’s risk and controlenvironment, linked to the planning framework
