88 Support<strong>NGV</strong> <strong>Annual</strong> <strong>Report</strong> <strong>2003</strong>/<strong>04</strong>Information TechnologyMaintaining effective and efficient management andservicing <strong>of</strong> the <strong>NGV</strong>’s IT infrastructure is paramount.All areas <strong>of</strong> <strong>NGV</strong> business rely upon IT support—from curatorial research, to ticketing, to our internaltelephone systems, maintaining data bases, cataloguing<strong>of</strong> artworks—the list <strong>of</strong> activities requiring technologicalequipment and expertise goes on. Without reliablesystems and the expertise <strong>of</strong> staff to manage thesesystems, the <strong>NGV</strong> would not be able to perform its corefunctions effectively, nor act as a benchmark operatingmodel for other cultural institutions.Daily operations <strong>of</strong> the IT department include:• Desktop support for more than 300 staff andcontracted companies across both <strong>NGV</strong> buildings• Application management to ensure that the <strong>NGV</strong>receives the most efficient and effective use <strong>of</strong>applications to support business decisions• Network management to ensure that data is deliveredto all users in an efficient and cost-effective manner• Planning and strategic activities to ensure that the<strong>NGV</strong>’s IT systems keep pace with the demands <strong>of</strong>its usersDepartmental achievements in <strong>2003</strong>/<strong>04</strong> include:• a restructuring <strong>of</strong> the IT Department• Relocation <strong>of</strong> <strong>NGV</strong> staff to the St Kilda Road building• Commencement <strong>of</strong> Network Operating EnvironmentReview projectFinance and PlanningThe Department is responsible for:• Ensuring sound financial management and supportingthe <strong>NGV</strong>’s financial sustainability• Leading effective corporate planning and reporting• Providing responsive and effective financial andadministrative services to management and staff• Improved financial management across <strong>NGV</strong>,to support the increased scale and complexity<strong>of</strong> operations• Development <strong>of</strong> stronger and more informedrelationships with central agencies• Increased focus on understanding the economicimpact <strong>of</strong> the <strong>NGV</strong> on the State <strong>of</strong> <strong>Victoria</strong>GovernanceThe <strong>National</strong> <strong>Gallery</strong> <strong>of</strong> <strong>Victoria</strong> Act 1966 establisheda Council <strong>of</strong> Trustees with overall responsibility forthe <strong>National</strong> <strong>Gallery</strong>. The Council <strong>of</strong> Trustees reportsto the Minister for the Arts, The Honourable MaryDelahunty MP.Governance at the <strong>NGV</strong> establishes and developsprocesses and relationships to enable managementto assure the <strong>NGV</strong> Council <strong>of</strong> Trustees and Trusteesto in turn assure the government and other keystakeholders that the <strong>NGV</strong> is achieving its agreedpriorities and outcomes, sustainably and effectively.This includes assuring the Trustees that <strong>NGV</strong> practices,policies and systems adhere to legislative requirementsand provide for accountability and transparency.Achievements in <strong>2003</strong>/<strong>04</strong>:• Established six Council standing committees alignedwith the key policy areas outlined in the <strong>2003</strong>–06strategic plan• Developed a Financial Code <strong>of</strong> Practice and a Giftsand Benefits Policy which cover the standards <strong>of</strong>conduct expected from all employees in respect <strong>of</strong>financial and related mattersDepartmental Achievements in <strong>2003</strong>/<strong>04</strong>• Development <strong>of</strong> the three-year strategic plan inconjunction with key stakeholders• Implementation <strong>of</strong> a new reporting framework to focuson cross-divisional projects and key performancetargets recognising that these are both qualitativeand quantitative• Formal assessment <strong>of</strong> <strong>NGV</strong>’s risk and controlenvironment, linked to the planning framework
