Fact Sheet<br />

This fact sheet has been prepared to provide information<br />

to interested members of the community on the sale<br />

process and anticipated future development of the <strong>Magill</strong><br />

Secure Youth <strong>Training</strong> <strong>Centre</strong> site on Glen Stuart Road,<br />

Woodforde.<br />

The sale process is being coordinated by the State<br />

Government’s Urban Renewal Authority on behalf of the<br />

Minister for Communities and Social Inclusion.<br />

It is anticipated that the site will be released to the<br />

market in 2012 for future housing development.<br />

Background<br />

The <strong>Magill</strong> Secure Youth <strong>Training</strong> <strong>Centre</strong> is a detention facility for<br />

children and young people who have been remanded or sentenced<br />

to custody by police or courts.<br />

The site is owned on behalf of the State Government by the<br />

Minister for Communities and Social Inclusion and comprises about<br />

19 hectares zoned Residential 1D in the Adelaide Hills Council<br />

<strong>Development</strong> Plan.<br />

In September 2009, the State Government announced the<br />

construction of a new 60-bed secure youth justice facility at<br />

Goldsborough Road, Cavan, to replace the <strong>Magill</strong> <strong>Centre</strong> (which will<br />

close once the new facility at Cavan is opened).<br />

The State Government is managing the sale process for the <strong>Magill</strong><br />

site with the eventual sale proceeds to be used to offset the cost of<br />

the new facility at Cavan. Construction of the Cavan facility began in<br />

early 2011 and is expected to be completed in mid-2012, followed<br />

by operational commissioning and the transitioning of children and<br />

young people from the current <strong>Magill</strong> <strong>Centre</strong>.<br />

In the meantime, the State Government will continue to maintain the<br />

<strong>Magill</strong> <strong>Centre</strong> to ensure children and staff are provided with a safe<br />

and secure environment.<br />

The adjoining Yertabirriti Womma Oval at the corner of Kintyre and<br />

Glen Stuart Roads in Woodforde is Crown land dedicated in June<br />

1997 as a school recreation reserve for use by Rostrevor College.<br />

The oval is not included in the sale parcel and is available for<br />

general public use when not required by Rostrevor College.<br />

The Urban Renewal Authority is responsible for the disposal of<br />

surplus government land on behalf of State Government<br />

departments and agencies.


Investigations<br />

In preparing the site for sale, a number of investigations have been<br />

undertaken. Full reports on these investigations will be available<br />

when the site is released to the market. These are:<br />

� Significant tree survey<br />

A significant tree survey identifies trees on the site that are defined<br />

as significant under the <strong>Development</strong> Act 1993.<br />

A tree survey of the <strong>Magill</strong> site was undertaken and has identified<br />

those trees rated as significant. Significant trees cannot be removed<br />

without development approval from the local council. The survey<br />

will now be reviewed based on the newly-revised definitions of<br />

regulated and significant trees in the <strong>Development</strong> (Regulated Trees)<br />

Amendment Act 2009.<br />

� Biodiversity assessment<br />

A biodiversity assessment identifies any significant biodiversity<br />

resources including sensitive flora and fauna, threatened species<br />

and significant habitat.<br />

A biodiversity assessment of the <strong>Magill</strong> site found no flora species<br />

regulated under the Environment Protection and Biodiversity<br />

Conservation Act 1999. In addition, targeted surveys did not detect<br />

any threatened fauna species on the site. Twelve declared weed<br />

species were recorded at the site, which must be controlled by<br />

the landholder. The more densely vegetated central area and the<br />

south-eastern corner of the site containing a watercourse have high<br />

biodiversity value for native fauna.<br />

� Environmental site assessment<br />

An environmental site assessment included a site inspection and<br />

review of historical information to identify potential impacts of past<br />

activities.<br />

Initial site investigations identified two areas of filling as well as a<br />

former landfill.<br />

Environmental and geotechnical testing was carried out to determine<br />

if the site could be suitable for redevelopment, particularly around<br />

the filled and landfill areas. Depending on the end use, these areas<br />

may not suitable for development in their current form and may<br />

require remediation prior to development.<br />

Soil near a former workshop was found to contain hydrocarbons<br />

and may require remediation before it can be developed. The<br />

Environment Protection Authority (EPA) was notified and this finding<br />

is now recorded on the Public Register as these chemicals could<br />

pose a threat to groundwater.<br />

A <strong>Site</strong> Contamination Audit will be required under the Environmental<br />

Protection Act 1993. The audit process includes review of<br />

environmental investigation results as well as identification of<br />

whether any remediation is required and suitability of the site for the<br />

intended end use. The site cannot be redeveloped for housing until<br />

the site audit and development assessment process is complete.<br />

Rezoning<br />

As the current Residential 1D zoning does not anticipate the density<br />

and diversity of housing (including affordable housing) envisaged<br />

by the State Government’s 30-Year Plan for Greater Adelaide, the<br />

Minister for Planning has initiated investigations to rezone the land.<br />

While the site is located solely within the Adelaide Hills Council<br />

region, Glen Stuart Road forms the boundary with the <strong>Campbelltown</strong><br />

City Council. Preliminary consultation has started with both Councils<br />

providing valuable feedback on a number of issues to be addressed<br />

as part of any future rezoning, including:<br />

� traffic management, particularly Kintyre and<br />

Glen Stuart Roads<br />

� provision of open space<br />

� stormwater management<br />

� access to public transport<br />

Next steps<br />

The Department for Communities and Social Inclusion (DCSI) has<br />

started decommissioning the site prior to moving to the new secure<br />

youth facility at Cavan.<br />

There are two stages to the decommissioning process. The first has<br />

been to vacate, secure, maintain and monitor the areas of the land<br />

that are adjacent to the <strong>Magill</strong> Youth <strong>Training</strong> <strong>Centre</strong>. The second<br />

stage is to safely decommission the secure training centre once it is<br />

vacated. All items not required will be disposed of responsibly.<br />

The decommissioning project team is based in DCSI and is<br />

managing this process in preparation for sale of the land.<br />

<strong>Site</strong> works, such as demolition, will not commence until the second<br />

stage of decommissioning has been completed in late 2012.<br />

The Urban Renewal Authority is preparing to release the site to<br />

the market in 2012 after the rezoning has been commenced, with<br />

further information to be provided to the community as the process<br />

progresses.<br />

Following completion of the sale, the successful purchaser will<br />

subdivide the land into housing allotments with the first sale of<br />

allotments to the public likely to occur from 2014. Approval for the<br />

subdivision and construction of housing is the responsibility of the<br />

Adelaide Hills Council.<br />
