Magill Training
Centre Site -
Future Development
Fact Sheet
This fact sheet has been prepared to provide information
to interested members of the community on the sale
process and anticipated future development of the Magill
Secure Youth Training Centre site on Glen Stuart Road,
Woodforde.
The sale process is being coordinated by the State
Government’s Urban Renewal Authority on behalf of the
Minister for Communities and Social Inclusion.
It is anticipated that the site will be released to the
market in 2012 for future housing development.
Background
The Magill Secure Youth Training Centre is a detention facility for
children and young people who have been remanded or sentenced
to custody by police or courts.
The site is owned on behalf of the State Government by the
Minister for Communities and Social Inclusion and comprises about
19 hectares zoned Residential 1D in the Adelaide Hills Council
Development Plan.
In September 2009, the State Government announced the
construction of a new 60-bed secure youth justice facility at
Goldsborough Road, Cavan, to replace the Magill Centre (which will
close once the new facility at Cavan is opened).
The State Government is managing the sale process for the Magill
site with the eventual sale proceeds to be used to offset the cost of
the new facility at Cavan. Construction of the Cavan facility began in
early 2011 and is expected to be completed in mid-2012, followed
by operational commissioning and the transitioning of children and
young people from the current Magill Centre.
In the meantime, the State Government will continue to maintain the
Magill Centre to ensure children and staff are provided with a safe
and secure environment.
The adjoining Yertabirriti Womma Oval at the corner of Kintyre and
Glen Stuart Roads in Woodforde is Crown land dedicated in June
1997 as a school recreation reserve for use by Rostrevor College.
The oval is not included in the sale parcel and is available for
general public use when not required by Rostrevor College.
The Urban Renewal Authority is responsible for the disposal of
surplus government land on behalf of State Government
departments and agencies.
Investigations
In preparing the site for sale, a number of investigations have been
undertaken. Full reports on these investigations will be available
when the site is released to the market. These are:
 Significant tree survey
A significant tree survey identifies trees on the site that are defined
as significant under the Development Act 1993.
A tree survey of the Magill site was undertaken and has identified
those trees rated as significant. Significant trees cannot be removed
without development approval from the local council. The survey
will now be reviewed based on the newly-revised definitions of
regulated and significant trees in the Development (Regulated Trees)
Amendment Act 2009.
 Biodiversity assessment
A biodiversity assessment identifies any significant biodiversity
resources including sensitive flora and fauna, threatened species
and significant habitat.
A biodiversity assessment of the Magill site found no flora species
regulated under the Environment Protection and Biodiversity
Conservation Act 1999. In addition, targeted surveys did not detect
any threatened fauna species on the site. Twelve declared weed
species were recorded at the site, which must be controlled by
the landholder. The more densely vegetated central area and the
south-eastern corner of the site containing a watercourse have high
biodiversity value for native fauna.
 Environmental site assessment
An environmental site assessment included a site inspection and
review of historical information to identify potential impacts of past
activities.
Initial site investigations identified two areas of filling as well as a
former landfill.
Environmental and geotechnical testing was carried out to determine
if the site could be suitable for redevelopment, particularly around
the filled and landfill areas. Depending on the end use, these areas
may not suitable for development in their current form and may
require remediation prior to development.
Soil near a former workshop was found to contain hydrocarbons
and may require remediation before it can be developed. The
Environment Protection Authority (EPA) was notified and this finding
is now recorded on the Public Register as these chemicals could
pose a threat to groundwater.
A Site Contamination Audit will be required under the Environmental
Protection Act 1993. The audit process includes review of
environmental investigation results as well as identification of
whether any remediation is required and suitability of the site for the
intended end use. The site cannot be redeveloped for housing until
the site audit and development assessment process is complete.
Rezoning
As the current Residential 1D zoning does not anticipate the density
and diversity of housing (including affordable housing) envisaged
by the State Government’s 30-Year Plan for Greater Adelaide, the
Minister for Planning has initiated investigations to rezone the land.
While the site is located solely within the Adelaide Hills Council
region, Glen Stuart Road forms the boundary with the Campbelltown
City Council. Preliminary consultation has started with both Councils
providing valuable feedback on a number of issues to be addressed
as part of any future rezoning, including:
 traffic management, particularly Kintyre and
Glen Stuart Roads
 provision of open space
 stormwater management
 access to public transport
Next steps
The Department for Communities and Social Inclusion (DCSI) has
started decommissioning the site prior to moving to the new secure
youth facility at Cavan.
There are two stages to the decommissioning process. The first has
been to vacate, secure, maintain and monitor the areas of the land
that are adjacent to the Magill Youth Training Centre. The second
stage is to safely decommission the secure training centre once it is
vacated. All items not required will be disposed of responsibly.
The decommissioning project team is based in DCSI and is
managing this process in preparation for sale of the land.
Site works, such as demolition, will not commence until the second
stage of decommissioning has been completed in late 2012.
The Urban Renewal Authority is preparing to release the site to
the market in 2012 after the rezoning has been commenced, with
further information to be provided to the community as the process
progresses.
Following completion of the sale, the successful purchaser will
subdivide the land into housing allotments with the first sale of
allotments to the public likely to occur from 2014. Approval for the
subdivision and construction of housing is the responsibility of the
Adelaide Hills Council.
