REP11/CF 4PROPOSED DRAFT CODE OF PRACTICE FOR THE REDUCTION OF ETHYLCARBAMATE IN STONE FRUIT DISTILLATES (Agenda Item 4) 723. The Delegati<strong>on</strong> <strong>of</strong> Germany, speak<strong>in</strong>g as Chair <strong>of</strong> the electr<strong>on</strong>ic Work<strong>in</strong>g Group, <strong>in</strong>troducedthe report <strong>of</strong> the work<strong>in</strong>g group and <strong>in</strong>formed the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that the revised proposed draft Code <strong>of</strong>Practice (COP) was presented <strong>in</strong> Annex I <strong>of</strong> CX/CF 11/5/4.24. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that the ma<strong>in</strong> changes related to the clarificati<strong>on</strong> <strong>of</strong> measures proposedfor removal <strong>of</strong> hydrocyanic acid and the preventi<strong>on</strong> <strong>of</strong> ethyl carbamate formati<strong>on</strong> dur<strong>in</strong>g the process<strong>of</strong> distillati<strong>on</strong> and that the term “st<strong>on</strong>e fruit distillate” was def<strong>in</strong>ed and applied c<strong>on</strong>sistently <strong>in</strong> theCOP.25. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> c<strong>on</strong>sidered the proposed draft paragraph by paragraph and <strong>in</strong> additi<strong>on</strong> to someeditorial amendments, made the follow<strong>in</strong>g changes:• to use “st<strong>on</strong>e fruit distillates” <strong>in</strong>stead <strong>of</strong> “st<strong>on</strong>e fruit spirits” and “st<strong>on</strong>e fruit marc spirits”c<strong>on</strong>sistently throughout the document;• to better def<strong>in</strong>e “st<strong>on</strong>e fruit” <strong>in</strong> paragraph 7a;• to replace “methanol” with “acetaldehyde” as more appropriate <strong>in</strong> paragraph 11; and• to add “or ethyl alcohol” after “alcoholic beverages” <strong>in</strong> paragraph 20 for completeness.Status <strong>of</strong> the Proposed Draft Code <strong>of</strong> Practice for the Preventi<strong>on</strong> and Reducti<strong>on</strong> <strong>of</strong> EthylCarbamate C<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> <strong>in</strong> St<strong>on</strong>e Fruit Distillates26. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to forward the proposed draft Code <strong>of</strong> Practice to the 34 th Sessi<strong>on</strong> <strong>of</strong>the Commissi<strong>on</strong> for adopti<strong>on</strong> at Step 5/8 (with omissi<strong>on</strong> <strong>of</strong> Steps 6 and 7) (Appendix II).PROPOSED DRAFT MAXIMUM LEVELS FOR MELAMINE IN FOOD (LIQUID INFANTFORMULA) (Agenda Item 5) 827. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> recalled that its last sessi<strong>on</strong> had agreed to circulate for comments at Step 3 theproposed draft Maximum Level <strong>of</strong> 0.5 mg/kg for melam<strong>in</strong>e <strong>in</strong> liquid <strong>in</strong>fant formula.28. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> was <strong>in</strong>formed that liquid <strong>in</strong>fant formula was a unique product retailed <strong>in</strong> aready-to-c<strong>on</strong>sume form and was not obta<strong>in</strong>ed through rec<strong>on</strong>stituti<strong>on</strong> <strong>of</strong> powdered <strong>in</strong>fant formula. Itwas further clarified that the proposed draft ML was based <strong>on</strong> the knowledge <strong>of</strong> the product and <strong>on</strong>the assumpti<strong>on</strong> that its c<strong>on</strong>sumpti<strong>on</strong> would not lead to an exceedance <strong>of</strong> the WHO tolerable daily<strong>in</strong>take level.29. While some delegati<strong>on</strong>s supported the proposed level <strong>of</strong> 0.5 mg/kg, several other delegati<strong>on</strong>squesti<strong>on</strong>ed the need for such a high level that was not equivalent with the level for rec<strong>on</strong>stitutedpowdered <strong>in</strong>fant formula. These delegati<strong>on</strong>s were <strong>of</strong> the op<strong>in</strong>i<strong>on</strong> that the level for liquid <strong>in</strong>fantformula should be equivalent to that <strong>of</strong> rec<strong>on</strong>stituted powdered <strong>in</strong>fant formula even if the productunderwent a different manufactur<strong>in</strong>g process. It was also noted that a lower level could be achievedby <strong>in</strong>dustry. These delegati<strong>on</strong>s therefore proposed either a ML <strong>of</strong> 0.125 mg/kg or 0.15 mg/kg (asrounded from 0.14 mg/kg) to be equivalent to rec<strong>on</strong>stituted powdered <strong>in</strong>fant formula by differentrec<strong>on</strong>stituti<strong>on</strong> factors.
