The <str<strong>on</strong>g>Codex</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> C<strong>on</strong>tam<strong>in</strong>ants <strong>in</strong> <strong><strong>Food</strong>s</strong> (CCCF) held its fifth sessi<strong>on</strong> <strong>in</strong> The Hague(the Netherlands) from 21 to 25 March <str<strong>on</strong>g>2011</str<strong>on</strong>g>, at the k<strong>in</strong>d <strong>in</strong>vitati<strong>on</strong> <strong>of</strong> the Government <strong>of</strong> theNetherlands. Mr. Martijn Weijtens, Member <strong>of</strong> the Management Team, M<strong>in</strong>istry <strong>of</strong> Agriculture,Nature and <strong>Food</strong> Quality, Department <strong>of</strong> <strong>Food</strong>, Animal Health and Welfare and C<strong>on</strong>sumer Policy, theNetherlands, chaired the meet<strong>in</strong>g. The Sessi<strong>on</strong> was attended by 184 delegates represent<strong>in</strong>g 62Member countries, <strong>on</strong>e Member Organizati<strong>on</strong> and 15 Internati<strong>on</strong>al Organizati<strong>on</strong>s. The list <strong>of</strong>participants, <strong>in</strong>clud<strong>in</strong>g the Secretariat, is given <strong>in</strong> Appendix I to this report.OPENING OF THE SESSION2. Dr. Hans Hoogeveen, Director General, Member <strong>of</strong> the Board <strong>of</strong> Directors, Dutch M<strong>in</strong>istry <strong>of</strong>Ec<strong>on</strong>omic Affairs, Agriculture and Innovati<strong>on</strong>, welcomed the participants and opened the sessi<strong>on</strong> <strong>on</strong>behalf <strong>of</strong> the Government <strong>of</strong> The Netherlands.Divisi<strong>on</strong> <strong>of</strong> Competence 13. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted the divisi<strong>on</strong> <strong>of</strong> competence between the European Uni<strong>on</strong> and itsMember States, accord<strong>in</strong>g to paragraph 5, Rule II <strong>of</strong> the Procedure <strong>of</strong> the <str<strong>on</strong>g>Codex</str<strong>on</strong>g> AlimentariusCommissi<strong>on</strong>, as presented <strong>in</strong> CRD 1.ADOPTION OF THE AGENDA (Agenda Item 1) 24. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> adopted the Provisi<strong>on</strong>al Agenda as the Agenda for the Sessi<strong>on</strong> and agreed todiscuss the Agenda Items <strong>in</strong> the follow<strong>in</strong>g order: 1, 2, 3a, 3b, 4, 6, 9b, 5, 9f, 7, 8, 9a, 9c, 9d, 9e, 10, 11,12, 14.5. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> c<strong>on</strong>firmed the decisi<strong>on</strong> <strong>of</strong> its last sessi<strong>on</strong> to establish an <strong>in</strong>-sessi<strong>on</strong> physicalWork<strong>in</strong>g Group <strong>on</strong> the Priority List <strong>of</strong> C<strong>on</strong>tam<strong>in</strong>ants and Naturally Occurr<strong>in</strong>g Toxicants forEvaluati<strong>on</strong> by JECFA under the chairmanship <strong>of</strong> The Netherlands (Item 11).MATTERS REFERRED TO THE COMMITTEE BY CODEX ALIMENTARIUSCOMMISSION AND/OR OTHER CODEX COMMITTES/TASK FORCES (Agenda Item 2) 36. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted those matters for <strong>in</strong>formati<strong>on</strong> and took the follow<strong>in</strong>g decisi<strong>on</strong>s:Review <strong>of</strong> the Risk Analysis Pr<strong>in</strong>ciples Applied by the <str<strong>on</strong>g>Codex</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> <strong>Food</strong> Additives andthe <str<strong>on</strong>g>Codex</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> C<strong>on</strong>tam<strong>in</strong>ants <strong>in</strong> <strong><strong>Food</strong>s</strong>7. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> recalled that the CCGP had agreed that the risk analysis policies developed by<str<strong>on</strong>g>Codex</str<strong>on</strong>g> committees were generally c<strong>on</strong>sistent with the Work<strong>in</strong>g Pr<strong>in</strong>ciples for Risk Analysis and hadagreed that no acti<strong>on</strong> was necessary <strong>on</strong> the revisi<strong>on</strong> <strong>of</strong> the Pr<strong>in</strong>ciples, but <strong>in</strong> view <strong>of</strong> the decisi<strong>on</strong> <strong>of</strong>43rd sesssi<strong>on</strong> <strong>of</strong> CCFA to advocate separate Risk Analysis Pr<strong>in</strong>ciples <strong>on</strong> food additives and <strong>on</strong>c<strong>on</strong>tam<strong>in</strong>ants, agreed to proceed with this separati<strong>on</strong>.Revisi<strong>on</strong> <strong>of</strong> Risk Analysis Pr<strong>in</strong>ciples Applied by the <str<strong>on</strong>g>Codex</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> <strong>Food</strong> Additives and the<str<strong>on</strong>g>Codex</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> C<strong>on</strong>tam<strong>in</strong>ants <strong>in</strong> <strong><strong>Food</strong>s</strong> and the Code <strong>of</strong> Practice for Source DirectedMeasures to Reduce C<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> <strong>of</strong> <strong>Food</strong> with Chemicals as to their applicability to animalfeed8. Some delegati<strong>on</strong>s expressed the view that there was no need to revise the Pr<strong>in</strong>ciples as the issue<strong>of</strong> animal feed was already well covered as proposed <strong>in</strong> Annexes 1 and 2 <strong>of</strong> CX/CF 11/5/2.
