REP11/CF 13108-1981) follow<strong>in</strong>g the identificati<strong>on</strong> <strong>of</strong> methods <strong>of</strong> analysis by the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Methods <strong>of</strong>Analysis and Sampl<strong>in</strong>g (CCMAS) based <strong>on</strong> the LOD and LOQ for the compounds 20 and to endorsethese secti<strong>on</strong>s. In additi<strong>on</strong> the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> had c<strong>on</strong>sidered whether the compounds <strong>in</strong> secti<strong>on</strong>s 3.2.1 to3.2.16 could be <strong>in</strong>tegrated <strong>in</strong>to the General Standard for C<strong>on</strong>tam<strong>in</strong>ants and Tox<strong>in</strong>s <strong>in</strong> <strong>Food</strong> and Feed(GSCTFF) previously endorsed by the 2 nd Sessi<strong>on</strong> <strong>of</strong> the <str<strong>on</strong>g>Committee</str<strong>on</strong>g>. To c<strong>on</strong>sider these matters, the<str<strong>on</strong>g>Committee</str<strong>on</strong>g> had agreed to establish an electr<strong>on</strong>ic Work<strong>in</strong>g Group led by the United States <strong>of</strong> Americaand co-chaired by The Netherlands to develop criteria to differentiate between safety and qualityparameters and based <strong>on</strong> these criteria to determ<strong>in</strong>e which <strong>of</strong> the compounds <strong>in</strong> secti<strong>on</strong> 3.2 <strong>of</strong> theStandard were safety parameters and whether these could be <strong>in</strong>tegrated <strong>in</strong>to the GSCTFF. In additi<strong>on</strong>,the electr<strong>on</strong>ic Work<strong>in</strong>g Group was tasked with determ<strong>in</strong><strong>in</strong>g more appropriate maximum levels for thecompounds <strong>in</strong> secti<strong>on</strong>s 3.2.17 to 3.2.20 if these were c<strong>on</strong>sidered safety parameters.86. The Delegati<strong>on</strong> <strong>of</strong> the United States <strong>of</strong> America, as Chair <strong>of</strong> the electr<strong>on</strong>ic Work<strong>in</strong>g Group <strong>on</strong>the endorsement <strong>of</strong> provisi<strong>on</strong>s for health-related limits for certa<strong>in</strong> substances <strong>in</strong> the Standard forNatural M<strong>in</strong>eral Waters, <strong>in</strong>troduced the report and recommendati<strong>on</strong>s as presented <strong>in</strong> CX/CF 11/5/15.87. The Delegati<strong>on</strong> expla<strong>in</strong>ed that def<strong>in</strong>iti<strong>on</strong>s had been proposed for safety and quality parametersand that accord<strong>in</strong>g to the def<strong>in</strong>iti<strong>on</strong> for safety, all compounds <strong>in</strong> secti<strong>on</strong>s 3.2.1 to 3.2.16 were def<strong>in</strong>edas safety parameters, with the excepti<strong>on</strong> <strong>of</strong> copper. In relati<strong>on</strong> to secti<strong>on</strong>s 3.2.17 to 3.2.20, it wasreported that there were two schools <strong>of</strong> thought <strong>on</strong> whether to def<strong>in</strong>e these compounds as safety orquality parameters as the work<strong>in</strong>g group could not agree <strong>on</strong> the def<strong>in</strong>iti<strong>on</strong> <strong>of</strong> a quality parameter.Some were <strong>of</strong> the op<strong>in</strong>i<strong>on</strong> that m<strong>in</strong>eral oil and surface-active agents were quality parameters andPAHs, PCBs and pesticides could be c<strong>on</strong>sidered safety parameters, while others were <strong>of</strong> the op<strong>in</strong>i<strong>on</strong>that all should be c<strong>on</strong>sidered quality parameters. There was however agreement <strong>in</strong> the work<strong>in</strong>g groupthat safety and quality parameters should be ma<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> the Standard, but listed separately.88. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> had an exchange <strong>of</strong> views <strong>on</strong> the compounds <strong>in</strong> secti<strong>on</strong>s 3.2.17 to 3.2.20. Thefollow<strong>in</strong>g was c<strong>on</strong>sidered:• natural m<strong>in</strong>eral waters were clearly dist<strong>in</strong>guishable from dr<strong>in</strong>k<strong>in</strong>g water as laid down <strong>in</strong> thedef<strong>in</strong>iti<strong>on</strong> for natural m<strong>in</strong>eral water <strong>in</strong> secti<strong>on</strong> 2.1 <strong>of</strong> the Standard and this should be taken<strong>in</strong>to c<strong>on</strong>siderati<strong>on</strong> when c<strong>on</strong>sider<strong>in</strong>g the quality and safety parameters under secti<strong>on</strong> 3.2.• <strong>in</strong> view <strong>of</strong> the def<strong>in</strong>iti<strong>on</strong> <strong>of</strong> natural m<strong>in</strong>eral water, safety and quality parameters applicable todr<strong>in</strong>k<strong>in</strong>g water are not applicable to natural m<strong>in</strong>eral waters, especially <strong>in</strong> the case <strong>of</strong>envir<strong>on</strong>mental c<strong>on</strong>tam<strong>in</strong>ants <strong>of</strong> anthropogenic orig<strong>in</strong> <strong>in</strong> secti<strong>on</strong>s 3.2.17 to 3.2.20, for whichlimits for natural m<strong>in</strong>eral water should be stricter than the limits applicable to dr<strong>in</strong>k<strong>in</strong>g water,not for safety reas<strong>on</strong>s, but as specific quality parameters.• the title <strong>of</strong> secti<strong>on</strong> 3.2 “Health-related limits for certa<strong>in</strong> substances” should be changed to“substances for quality parameters” if the compounds were c<strong>on</strong>sidered quality parameters andthat a new secti<strong>on</strong> <strong>on</strong> c<strong>on</strong>tam<strong>in</strong>ants should be added <strong>in</strong> l<strong>in</strong>e with the Format <strong>of</strong> CommodityStandard as prescribed <strong>in</strong> the Procedural Manual.• respective MLs for pesticides and PCBs (secti<strong>on</strong> 3.2.18) and PAHs (3.2.20) should be added<strong>in</strong> the secti<strong>on</strong> <strong>on</strong> C<strong>on</strong>tam<strong>in</strong>ants <strong>in</strong> the Standard if MLs were set <strong>in</strong> future; or if PCBs andpesticides were to be c<strong>on</strong>sidered as safety parameters, that maximum levels needed to beestablished and <strong>in</strong>tegrated <strong>in</strong>to the GSCTFF and that the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Natural M<strong>in</strong>eralWaters (CCNMW) could be requested to c<strong>on</strong>sider appropriate MLs for these compounds.• refer the secti<strong>on</strong>s 3.2.17 – 3.2.20 back to the CCNMW to establish levels as qualityparameters or to delete these two subsecti<strong>on</strong>s as there was no value to ma<strong>in</strong>ta<strong>in</strong> them withoutany numerical value.• the compounds <strong>in</strong> secti<strong>on</strong>s 3.2.17 to 3.2.20 could have an impact <strong>on</strong> human health. However,these compounds are not expected to occur <strong>in</strong> natural m<strong>in</strong>eral waters accord<strong>in</strong>g to theStandard and that the levels set at the LOD and LOQ were below the level at which they20ALINORM 11/33/23, paras 57 – 82 and Appendix II.
