The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to <strong>in</strong>itiate new work <strong>on</strong> maximum levels for arsenic <strong>in</strong> rice subject toapproval by the 34 th Sessi<strong>on</strong> <strong>of</strong> the Commissi<strong>on</strong>. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> also agreed to re-c<strong>on</strong>vene theelectr<strong>on</strong>ic Work<strong>in</strong>g Group, led by Ch<strong>in</strong>a, work<strong>in</strong>g <strong>in</strong> English <strong>on</strong>ly and open to all <str<strong>on</strong>g>Codex</str<strong>on</strong>g> members andobservers, who would prepare a work<strong>in</strong>g paper c<strong>on</strong>sider<strong>in</strong>g MLs for arsenic <strong>in</strong> rice based <strong>on</strong> thec<strong>on</strong>siderati<strong>on</strong>s made at plenary for deliberati<strong>on</strong> at the next sessi<strong>on</strong> <strong>of</strong> the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> (Appendix IV).The electr<strong>on</strong>ic Work<strong>in</strong>g Group should specify <strong>in</strong> the paper whether the MLs apply to total and/or<strong>in</strong>organic arsenic <strong>in</strong> rice.DISCUSSION PAPER ON GUIDANCE FOR RISK MANAGEMENT OPTIONS ON HOW TODEAL WITH THE RESULTS FROM NEW RISK ASSESSMENT METHODOLOGIES(Agenda Item 9c) 1565. The Delegati<strong>on</strong> <strong>of</strong> the United States <strong>of</strong> America, as the Chair <strong>of</strong> the electr<strong>on</strong>ic Work<strong>in</strong>g Group<strong>on</strong> Risk Management Opti<strong>on</strong>s, <strong>in</strong>troduced the report <strong>of</strong> the work<strong>in</strong>g group, as presented <strong>in</strong>CX/CF 11/5/11. The Delegati<strong>on</strong> reported that <strong>in</strong> the preparati<strong>on</strong> <strong>of</strong> the paper many recommendati<strong>on</strong>swere made <strong>on</strong> how to proceed, and <strong>on</strong> the purpose <strong>of</strong> the document some <strong>of</strong> which were c<strong>on</strong>tradictoryand that there was a need for guidance <strong>on</strong> how to take this forward; and <strong>on</strong> whether the descripti<strong>on</strong> <strong>on</strong>the risk assessment c<strong>on</strong>text as presented was appropriate; <strong>on</strong> what, if any, case studies would beappropriate; and <strong>on</strong> what ideas could be provided to further develop the risk management opti<strong>on</strong>ssecti<strong>on</strong>.66. There was general acknowledgement that the paper c<strong>on</strong>ta<strong>in</strong>ed useful <strong>in</strong>formati<strong>on</strong> <strong>in</strong> particularfor member countries and that it should be updated, but that it should be prepared <strong>in</strong> a more balancedway, focus<strong>in</strong>g <strong>on</strong> the <strong>in</strong>terface between risk assessment and risk management opti<strong>on</strong>s, with lessdetailed <strong>in</strong>formati<strong>on</strong> <strong>on</strong> risk assessment methodologies, and more <strong>on</strong> the <strong>in</strong>terpretati<strong>on</strong> <strong>of</strong> the outcome<strong>of</strong> risk assessment, and that it should be prepared <strong>in</strong> a language more understandable to risk managers.The WHO JECFA Secretariat po<strong>in</strong>ted out the risk assessment methodologies used by JECFA aredescribed <strong>in</strong> detail <strong>in</strong> the new publicati<strong>on</strong> Envir<strong>on</strong>mental Health Criteria No 240 (see Agenda Item 3)and that the paper should <strong>on</strong>ly briefly describe the different risk assessment outcomes for the purpose<strong>of</strong> the development <strong>of</strong> risk management opti<strong>on</strong>s and recommendati<strong>on</strong> to countries.67. There was little support for development <strong>of</strong> case studies at this stage.68. A few delegati<strong>on</strong>s questi<strong>on</strong>ed the need for the work <strong>on</strong> risk management opti<strong>on</strong>s <strong>in</strong> view <strong>of</strong>the fact that there was already sufficient guidance for the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>in</strong> the Procedural Manual.69. It was clarified that the purpose <strong>of</strong> the paper was to describe risk management opti<strong>on</strong>s otherthan maximum levels and codes <strong>of</strong> practice for the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>in</strong> light <strong>of</strong> different risk assessmentoutcomes, and to provide descripti<strong>on</strong>s <strong>of</strong> the underly<strong>in</strong>g risk assessment outcomes. It was furtherclarified that at this stage the work was still exploratory and that it did not impact <strong>on</strong> the currentguidance to the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> as outl<strong>in</strong>ed <strong>in</strong> the Procedural Manual.C<strong>on</strong>clusi<strong>on</strong>70. Due to the general support for further work, the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to re-establish theelectr<strong>on</strong>ic Work<strong>in</strong>g Group, under the lead <strong>of</strong> the United States <strong>of</strong> America, co-chaired by TheNetherlands, work<strong>in</strong>g <strong>in</strong> English <strong>on</strong>ly and open to all <str<strong>on</strong>g>Codex</str<strong>on</strong>g> members and observers with thefollow<strong>in</strong>g terms <strong>of</strong> reference:• To prepare a discussi<strong>on</strong> paper for c<strong>on</strong>siderati<strong>on</strong> at the next sessi<strong>on</strong> <strong>on</strong> risk managementopti<strong>on</strong>s <strong>in</strong> additi<strong>on</strong> to MLs and codes <strong>of</strong> practice <strong>in</strong> light <strong>of</strong> different risk assessmentoutcomes focus<strong>in</strong>g <strong>on</strong>:• A descripti<strong>on</strong> <strong>of</strong> different risk assessment outcomes <strong>in</strong> language understandable forrisk managers and related uncerta<strong>in</strong>ties; and15CX/CF 11/5/11; CRD 7 (comments <strong>of</strong> the European Uni<strong>on</strong>); CRD 9 (comments <strong>of</strong> Thailand); CRD 15(comments <strong>of</strong> India); and CRD 19 (comments <strong>of</strong> the CIAA).
