Tender Briefing Session and Site VisitA tender briefing session will be held on 13 March 2007 at 10:00 a.m. at theHong Kong Wetland Park at Wetland Park Road, Tin Shui Wai, New Territories,Hong Kong. Tenderers are strongly advised to attend the tender briefing sessionand site visit in order to fully acquaint themselves with the requirements of theGovernment and to determine the scale and costs of the Service to be provided.3. Level of Wage of Security GuardsTenderers are required to note Clauses 16 and 18 of the Special Conditions ofcontract in Part 3 and complete Schedule 3 by filling in the proposed monthlywage for the Security Guards to be employed for the performance of the Service.Tenderers should also note that the monthly wage rate (on the basis of 8 networking hours per day and 26 working days per month) offered by the tenderer tothe Security Guards to be employed by it for the performance of the Servicesshould not be less than HK$6,359. Any breach of Clause 16 of the SpecialNotes for Tenderers [Page 2 of 3]
Tender Ref.: AFCD/WP/01/07Conditions of Contract in Part 3 shall be construed as a material breach of theContract and the Contract shall be liable to be terminated immediately by theGovernment.4. Submission of Management Plan, Work Plan, Contingency Plan, QualityAssurance Plan and Transition Plan(a) Tenderers shall submit with each tender for the approval of the GovernmentRepresentative a management plan, a work plan, a contingency plan, aquality assurance plan and a transition plan showing the manner in whichand the methods of work by which the Tenderers propose to carry out theContract. Details of the management plan, work plan, contingency plan,quality assurance plan and transition plan are shown in Part A of Schedule 6.(b) Tenderers shall note that under Clause 8 of the Special Conditions ofContract in Part 3, the Government Representative shall be entitled torequest from time to time the amendment of the plans submitted by theTenderer under Clause 8(a) hereof to suit the needs and requirements of theGovernment Representative.5. Sub-Contracting ProposalTenderers should note that no sub-contracting proposal submitted during thetendering stage will be considered by the Department. The sub-contractingproposal will only be considered during the performance of the Contract whenthe Department finds that there is an emergency or a very special circumstancearising. The Contractor may pursue the application in accordance with theprovision of clause 9 of the General Conditions of Contract of Contract in Part 2.Any tender containing a sub-contracting proposal will not be processed anyfurther for evaluation.6. About these NotesThese Notes do not form part of the Tender Document or the Contract.
