After detailed deliberations, the Committee found the final EIA/EMP reportadequate and suggested to stipulate following specific conditions alongwith otherenvironmental conditions while considering for accord of environmental clearance:i) Multi-cyclone followed by bagfilter alongwith stack of adequate height will beprovided to the coal fired Thermopak boiler.ii)iii)iv)The levels of PM 10 , SO 2 , NO X , CO and VOC should be monitored in ambient air.Adequate scrubbing system shall be provided to sulphonator & oleum storage tank(existing and proposed) to control SO 2 and SO 3 emissions. The scrubbing mediashould be sent to effluent treatment plant (ETP) for treatment. Efficiency of scrubbershould be monitored regularly and maintained properly. At no time, the emissionlevels should go beyond the prescribed standards.Fugitive emissions in the work zone environment, product, raw materials storagearea etc. should be regularly monitored. The emissions should conform to the limitsimposed by GPCB.v) Total fresh water requirement from GIDC water supply should not exceed 61m 3 /dayand prior permission should be obtained from the concerned Authority. Noground water should be used.vi)vii)viii)Net effluent generation should not exceed 2.5 m 3 /day. Effluent should be should betreated in ETP. Treated effluent should be discharged to CETP after conforming tothe standards prescribed for norms for the effluent discharge and obtainingpermission from the GPCB regarding. No process effluent shall be discharged inand around the project site. Efforts shall be made to treat ammonical nitrogen in theeffluent.Treated effluent should be passed through guard pond. Online pH meter, flow meterand TOC analyzer should be installed.All the solvent storage tanks should be connected with vent condensers with chilledbrine circulation.ix)The company should obtain Authorization for collection, storage and disposal ofhazardous waste under the Hazardous Waste (Management, Handling and Trans-Boundary Movement) Rules, 2008 and amended as on date for management ofHazardous wastes and prior permission from GPCB should be obtained for disposalof solid / hazardous waste in the TSDF. Measures should be taken for fire-fightingfacilities in case of emergency.x) Green belt should be developed in 33% of the total plant area.xi)All the recommendations made in the risk assessment report should be satisfactorilyimplemented.
