A stack of 15 m. height will be provided for the dispersal of thepollutants.Base line data on ambient air quality monitored at eight locations indicatesthat concentrations of PM 10 , PM 2.5 , SO 2 andNO x are varying from 37 µg/m 3 to 112 µg/m 3 ,13 µg/m 3 to 47µg/m 3 , 4 µg/m 3 to 7 µg/m 3 and 10 µg/m 3 to 47 µg/m 3 respectively. AAQmodeling study indicates that the maximum incremental GLCs after the proposedexpansion would be 2.22 µg/m 3 and 1.78 µg/m 3 with respect to SO 2 and NO x respectively.The resultant concentrations are within the NAAQS.No water will be required in the process. However, a small quantity i.e., 2.5m 3 /dof water will be required for cleaning & miscellaneous purpose. Besides, 1 m 3 /dofwater will be required for domestic purpose. Hence, total 3.5 m 3 /d water will be requiredfor the proposed project, which will be sourced from ground water. The necessarypermission for sinking of the new well has been obtained from Ground Water ResourceDepartment. Rain water harvesting is also proposed. Around 1 m 3 /dof wastewater will begenerated in the reactor. Besides, 0.5 m 3 /d wastewater shall be generated from cleaning& miscellaneous uses. The entire wastewater will undergo necessary treatment intheexisting Effluent Treatment Plant. Apart from this, about 0.8 m 3 /dof domesticwastewater will be generated, which will be treated in the septic tank/soak pit system.The treated wastewater will be reused for toilet flushing, gardening purpose, dustsuppression etc. The Sludge generated in the ETP will be finally sent to West BengalWaste Management Ltd., Haldia.The Committee deliberated on the issues raised during the Public Hearing / PublicConsultation meeting conducted by the West Bengal Pollution Control Board on 27 thApril,2012. The issues raised in the public hearing were regarding education,infrastructure development and needs of the local people, greater employment to thelocal people, CSR activitiesetc.which were addressed in the EIA/EMP report.The Committee has sought revised layout with uniform green belt of minimum 10m width and the details of ETP. The above sought information was submitted by theproponent and found to be satisfactory.After detailed deliberations, the Committee found the EIA/EMP report adequateand suggested to stipulate following specific conditions alongwith other environmentalconditions while considering for accord of environmental clearance:i) Ambient air quality data should be collected as per NAAQS standardsnotified by the Ministry on 16 th September, 2009.ii) Regular monitoring of Volatile Organic Compounds (VOCs) should becarried out.iii) Stack of adequate height should be installed to oil fired boiler to dispersewaste gases into atmosphere.iv) Fugitive emissions in the work zone environment, product, raw materialsstorage area etc. should be regularly monitored. The emissions shouldconform to the limits imposed by SPCB.v) Wet scrubber should be provided to control process emissions. Methanolshould be recovered from the process area.vi) Total fresh water requirement should not exceed 3.5 m 3 /day and priorpermission should be obtained from the concerned Authority.
