MINUTES OF2ND RECONSTITUTED EXPERT APPRAISAL ...

Project proposal was considered in the 25 th Expert Appraisal Committee(Industry-2) meeting held during 28 th –30 th July, 2011and the Committee desiredfollowing information:1. A copy of ‘environmental clearance’, ‘consent to establish and operate’ and‘authorization’ for the existing unit indicating various products beingmanufactured.2. Details of show cause notice issued by the GPCB alongwith compliance report.3. Source of raw materials.4. Material safety data sheet for each chemical to be used in manufacturingprocess.5. A note and commitment for following the published CPCB guidelines for vinylSulphone Industry.Project proponent vide letter dated 2 nd August, 2012 submitted the abovementioned additional information. Project proponent informed that the unit is engaged inmanufacturing of organic /inorganic chemicals and established in 2004, which was priorto EIA Notification, 2006 came into force. Show cause notices issued by the GPCB on18.10.2007, 04.09.2008, 19.09.2008, 11.12.2008 and 13.08.2010. Project proponentinformed the committee about the corrective actions taken against the show causenotices. Unit has recently obtained CTE for additional inorganic products vide GPCBletter no. GPCB/CCA-Kutch-237(3)/GPCB ID 17979/93532 dated 23 rd September, 2011,which is valid upto 07.04.2015. Unit will follow the CPCB guidelines for venyl sulphoneindustry.After detailed deliberations, the Committee found the submitted additionalInformation satisfactory and suggested to stipulate following specific conditionsalongwith other environmental conditions while considering for accord of environmentalclearance:i) Multi-cyclone followed by bag filter should be provided to the coal fired boiler tocontrol particulate emissions within permissible limit. The gaseous emissionsshould be dispersed through stack of adequate height as per CPCB/GPCBguidelines.ii)iii)iv)The levels of PM 10 , SO 2 , NO X , VOC, HCl and CO should be monitored in ambientair.Two stage chilled water/caustic scrubber should be provided to process vents tocontrol HCl. Two stage scrubber with caustic lye media solution should beprovided to process vents to control SO 2 . Two stage scrubber with chilled watermedia shall be provided to process vents to control NH 3 . The scrubbing mediashould be sent to effluent treatment plant (ETP) for treatment. Efficiency ofscrubber should be monitored regularly and maintained properly. At no time, theemission levels should go beyond the prescribed standards.Fugitive emissions in the work zone environment, product, raw materials storagearea etc. should be regularly monitored. The emissions should conform to thelimits imposed by GPCB.
