2.3.6. Bulk Drug unit (360 MTPA) at Village Anantraram, Mandal Jinnaram, District Medak,Andhra Pradesh by M/s SKR Chemicals (TOR to EC).Project proposal was considered in the 31 st Expert Appraisal Committee(Industry-2) meeting held during 12 th –13 th January, 2012and the Committee desiredfollowing information:i) Risk assessment to be comprehensive covering scenario as : Vapour cloud explosion with acetone. Transportation, storage & handling of MDC.Project proponent vide letter dated 8th March, 2012 and received in the Ministryon 26 th April, 2012 submitted above mentioned additional information.After detailed deliberations, the Committee found the submitted additionalInformation satisfactory and suggested to stipulate following specific conditionsalongwith other environmental conditions while considering for accord of environmentalclearance:i) Multi-cyclone followed by bag filter should be provided to the boilers to controlparticulate emissions within permissible limit. The gaseous emissions should bedispersed through stack of adequate height as per CPCB/APPCB guidelines.ii) The levels of PM 10 , SO 2 , NO X , VOC, NH 3 and HCl should be monitored in ambientair.iii) Two stage chilled water/caustic scrubber should be provided to process vents tocontrol HCl. Two stage scrubbers with caustic lye media solution should be providedto process vents to control SO 2 . Two stage scrubbers with chilled water media shallbe provided to process vents to control NH 3 . The scrubbing media should be sent toeffluent treatment plant (ETP) for treatment. Efficiency of scrubber should bemonitored regularly and maintained properly. At no time, the emission levels shouldgo beyond the prescribed standards.iv) Fugitive emissions in the work zone environment, product, raw materials storagearea etc. should be regularly monitored. The emissions should conform to the limitsimposed by APPCB.v) Total fresh water requirement from ground water source should not exceed 86m 3 /day and prior permission should be obtained from the CGWA/SGWA.vi) Trade effluent should be segregated into High COD/TDS and Low COD/TDS effluentstreams. High TDS/COD should be passed through stripper followed by MEE. LowTDS effluent stream should be treated in ETP and then passed through RO system.‘Zero’ effluent discharge should be adopted and no effluent will be dischargedoutside the premises.
