10. Waste from the hard coke unit, shall be provided to the briquette manufacturingunits. Coal and coke fines shall be recycled and reused in the process. The bagfilter dust shall be used for land filling. The waste oil shall be properly disposedoff as per the Hazardous Waste (Management, Handling and TransboundaryMovement) Rules, 2008.11. As proposed, green belt shall be developed in 33% of plant area within andaround the project site to mitigate the impact of fugitive emissions as per theCPCB guidelines in consultation with local DFO.12. The recommendations made in the Charter on Corporate Responsibility forEnvironment Protection (CREP) for the Coke Oven Plants shall be implemented.13. Risk and Disaster Management Plan along with the mitigation measures shall beprepared and a copy submitted to the Ministry’s Regional Office at Bangalore,SPCB and CPCB within 3 months of issue of environment clearance letter.14. At least 5 % of the total cost of the project shall be earmarked towards theEnterprise Social Commitment based on locals need and item-wise details alongwith time bound action plan should be prepared and submitted to the Ministry’sRegional Office at Bangalore. Implementation of such program should beensured accordingly in a time bound manner.The company shall provide housing for construction labour within the site with allnecessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobileSTP, safe drinking water, medical health care, crèche etc. The housing may be in theform of temporary structures to be removed after the completion of the project.2.3.3. Expansion of Ferro Alloy Plant from 27 TPD to 54 TPD by installation of 1X6 MVASubmerged Arc Furnace at Sarandi Industrial Growth Centre, Tehsil Waraseoni,District Balaghat in Madhya Pradesh by M/s Ramnik Power & Alloys (P) Limited -regarding reconsideration for EC.The proposal for expansion of Ferro Alloy Plant from 27 TPD to 54 TPD byinstallation of 1X6 MVA Submerged Arc Furnace at Sarandi Industrial Growth Centre,Tehsil Waraseoni, District Balaghat in Madhya Pradesh byM/s Ramnik Power & Alloys(P) Limited was recommended for environmental clearance by the EAC (Industry-1) in its35 th meeting held during 26 th & 27 th April, 2012 subject to stipulation of environmentalsafeguards. The committee at that time noted that, SPCB has issued closure notice tothe unit for operating without environmental clearance and the Hon’ble High Court ofM.P has stayed the said notice in the WP No. 20579/2011.MoEF issued a show cause notice on 16.7.2012 to the unit for operating theexisting 27 TPD Ferro alloy plant without environmental clearance. In response to thesaid notice, the proponent replied that due to lack of knowledge, application was madedirectly to MPPCB for Consent for the Ferro alloy unit (existing), which happenedunknowingly and MPPCB has issued CTE and CTO for the existing unit considering thecapacity of furnace as less than 5 TPH (item no. 5 (k) of EIA Notification, 2006, whichwas deleted subsequently). Consent to Operate (CTO) was issued on 22.4.2009. EC for6 MW biomass based power plant was accorded by the SEIAA on 1.5.2009 under theEIA Notification, 2006 which shows the company’s lawful intention.
