Risk and Disaster Management Plan along with the mitigation measures shouldbe prepared and submitted to the Ministry’s Regional Office at Bhubaneswar,SPCB and CPCB within 3 months of issue of environment clearance letter.11. As proposed, green belt should be developed in at least 33 % of the project area.Selection of plant species shall be as per the CPCB guidelines in consultationwith the DFO.12. All the commitments made to the public during the Public Hearing/PublicConsultation meeting held on 17 th April, 2012shall be satisfactorily implementedand a separate budget for implementing the same shall be allocated andinformation submitted to the Ministry’s Regional Office at Bhubaneswar.13. At least 5 % of the total cost of the project shall be earmarked towards theEnterprise Social Commitment based on Public Hearing Issues and item-wisedetails along with time bound action plan shall be prepared and submitted to theMinistry’s Regional Office at Bhubaneswar. Implementation of such programshall be ensured accordingly in a time bound manner.2.3.2. Setting up of 0.3 MTPA Non-recovery Coke Oven Plant along with 25 MW waste heatrecovery Captive Power Plant at Blast Furnace Unit, Plot No. 456 & 457, BaikampadyIndustrial Area, Panambur, District Mangalore, Karnataka State by M/s KIOCLLimited – regarding reconsideration for EC.The above proposal was considered in the 34 th Meeting of the Expert AppraisalCommittee (Industry-1) held during 29 th & 30 th March, 2012. The Committee after detaileddeliberations deferred the proposal and sought the following information forreconsideration:Details regarding Coal linkage documentsChemical and Trace element analysis of Raw MaterialsRevised layout plan to scale using AutoCADData on ground water and surface water quality.Revised rain water harvesting plan with increased storage capacity of thereservoir.The above information was submitted by the proponent to MoEF and all theCommittee members. The project proponent and their consultant, M/s KRS Enterprises,Bangalore also gave a presentation before the Committee. The Committee found theinformation submitted to be adequate and suggested to stipulate following specificconditions along with other environmental conditions while considering for accord ofenvironmental clearance:
