The Committee found the information submitted to be adequateand suggested to stipulate following specific conditions alongwith other environmentalconditions while considering for accord of environmental clearance:1. No charcoal shall be used as fuel. Pet coke shall be used as fuel instead ofcharcoal from unknown sources.2. Continuous monitoring facilities for the process stacks and sufficient air pollutioncontrol equipments viz. fume extraction system with bag filters, ID fan and stackof adequate height to submerged arc furnace shall be provided to controlemissions below 50 mg/Nm 3 .3. The National Ambient Air Quality Standards issued by the Ministry vide G.S.R.No. 826(E) dated 16 th November, 2009 shall be followed.4. Secondary fugitive emissions from all the sources shall be controlled within thelatest permissible limits issued by the Ministry and regularly monitored.Guidelines / Code of Practice issued by the CPCB shall be followed.5. Regular monitoring of influent and effluent surface, sub-surface and ground watershall be ensured and treated wastewater shall meet the norms prescribed by theState Pollution Control Board or described under the Environment (Protection)Act, 1986whichever are more stringent. Leachate study for the effluent generatedand analysis should also be regularly carried out and report submitted to theMinistry’s Regional Office at Bhubaneswar, SPCB and CPCB.6. The total water requirement shall not exceed 80 m 3 /day. ‘Zero’ effluent dischargeshall be strictly followed and no wastewater should be discharged outside thepremises.7. Efforts shall be made to make use of rain water harvested. If needed, capacity ofthe reservoir should be enhanced to meet the maximum water requirement. Onlybalance water requirement should be met from other sources.8. Slag produced in Ferro Manganese (Fe-Mn) production shall be used inmanufacture of Silico Manganese (Si-Mn). The Si-Mn slag shall be used in thepreparation of building materials.9. No Ferro Chrome shall be manufactured without prior approval from the Ministryof Environment & Forests.
10. Risk and Disaster Management Plan along with the mitigation measures shouldbe prepared and submitted to the Ministry’s Regional Office at Bhubaneswar,SPCB and CPCB within 3 months of issue of environment clearance letter.11. As proposed, green belt should be developed in at least 33 % of the project area.Selection of plant species shall be as per the CPCB guidelines in consultationwith the DFO.12. All the commitments made to the public during the Public Hearing/PublicConsultation meeting held on 17 th April, 2012shall be satisfactorily implementedand a separate budget for implementing the same shall be allocated andinformation submitted to the Ministry’s Regional Office at Bhubaneswar.13. At least 5 % of the total cost of the project shall be earmarked towards theEnterprise Social Commitment based on Public Hearing Issues and item-wisedetails along with time bound action plan shall be prepared and submitted to theMinistry’s Regional Office at Bhubaneswar. Implementation of such programshall be ensured accordingly in a time bound manner.2.3.2. Setting up of 0.3 MTPA Non-recovery Coke Oven Plant along with 25 MW waste heatrecovery Captive Power Plant at Blast Furnace Unit, Plot No. 456 & 457, BaikampadyIndustrial Area, Panambur, District Mangalore, Karnataka State by M/s KIOCLLimited – regarding reconsideration for EC.The above proposal was considered in the 34 th Meeting of the Expert AppraisalCommittee (Industry-1) held during 29 th & 30 th March, 2012.
