31. Sources of secondary emissions, its control and monitoring as per the CPCBguidelines should be included. A full chapter on fugitive emissions and controltechnologies should be provided.32. An action plan to control and monitor secondary fugitive emissions from all thesources as per the latest permissible limits issued by the Ministry vide G.S.R.414(E) dated 30 th May, 2008.33. Vehicular pollution control and its management plan should be submitted.34. A write up on use of high calorific hazardous wastes from all the sources in kilnand commitment regarding use of hazardous waste should be included.35. Ambient air quality at 8 locations within the study area of 10 km., aerial coveragefrom project site with one AAQMS in downwind direction should be carried out.36. The suspended particulate matter present in the ambient air must be analyzed forthe presence of poly-aromatic hydrocarbons (PAH), i.e. Benzene soluble fraction.Chemical characterization of RSPM and incorporating of RSPM data.37. Determination of atmospheric inversion level at the project site and assessmentof ground level concentration of pollutants from the stack emission based on sitespecificmeteorological features.38. Air quality modeling for all the plants proposed including mine for specificpollutants needs to be done. APCS for the control of emissions within 50 mg/Nm 3should be included. Cumulative impacts of cement plant, Captive Power Plantand mines located at a distance of 2.0 km on the ambient air quality shall beassessed.39. Action plan to follow National Ambient Air Quality Emission Standards issued bythe Ministry vide G.S.R. No. 826(E) dated 16 th November, 2009 should beincluded.40. Ambient air quality monitoring along with cumulative impact should be includedfor the day (24 hrs) for maximum GLC along with following :i) Emissions (g/second) with and without the air pollution control measuresii) Meteorological inputs (wind speed, m/s), wind direction, ambient airtemperature, cloud cover, relative humidity & mixing height using SODARon hourly basisiii) Model input options for terrain, plume rise, deposition etc.iv) Print-out of model input and output on hourly and daily average basisv) A graph of daily averaged concentration (MGLC scenario) with downwinddistance at every 500 m interval covering the exact location of GLC.vi) Details of air pollution control methods used with percentage efficiency thatare used for emission rate estimation with respect to each pollutantvii) Applicable air quality standards as per LULC covered in the study area and% contribution of the proposed plant to the applicable Air quality standard.In case of expansion project, the contribution should be inclusive of bothexisting and expanded capacity.viii) No. I-VII are to be repeated for fugitive emissions and any other sourcetype relevant and used for industryix) Graphs of monthly average daily concentration with down-wind distancex) Specify when and where the ambient air quality standards are exceededeither due to the proposed plant alone or when the plant contribution isadded to the background air quality.xi) Fugitive dust protection or dust reduction technology for workers within 30m of the plant active areas.41. Impact of the transport of the raw materials and end products on the surroundingenvironment should be assessed and provided.
