Ltd.- regarding TORsThe project authorities gave a detailed presentation on the salient features of theproject and proposed environmental protection measures to be undertaken along withthe draft Terms of Reference for preparation of EIA/EMP report. The steel plants arelisted at S.No. 3(a) in primary metallurgical industry under Category ‘A’of the Schedule ofEIA notification 2006 and appraised by the Expert Appraisal Committee (Industry) ofMoEF.M/s RBSSN Ferrous Industries Pvt. Ltd. have proposed for Integrated Steel Plant(0.6 MTPA) &CPP (130 MW) near Hampapatnam Village Hagaribommanahalli Taluk,Bellary District, Karnataka. The total project area is 531.22 acres of which 175.96 acresis acquired and greenbelt will be developed in 175.4 acres. No national park/wild lifesanctuary/ecologically sensitive area is located within 10 km radius. Nandi Banda RF isat one corner adjacent to SE boundary of the project site. Tungabhadra Reservoir is at adistance of 3.5 km from the project site. Total cost of the project is Rs. 1,664 Crores. Air Pollution Control Systemslike ESP with99.5 % SPM removal efficiency and Bag Filters as per CPCB / KSPCBnorms will be provided for control of PM.Chimney of required height as per CPCB normswill be attached to Pellet Plant, DRI Kilns, Electric Steel making, Power Plant, Emissionfrom DG sets: 2 x 2000 KVA, at various emission exhaust points. Fugitive emissioncontrol as per CPCB guidelines will be implemented in handling (storage andtransportation) materialsThe total water requirement of 18 MLD will be sourced from Tungabhadra River.“Zero DischargePrinciple”will be strictly followed. Effluent from DM Plant will beNeutralized and lead to Guard Pond. Maximum “COC” will be adopted to reduce freshwater use. Boiler Blow Down and Cooling Tower Blow Down will be collected in GuardPond. Domestic effluent will be treated in ETP and reused for gardening. Treated Tradewaste water will be used for green belt development. Industrial wastewater aftertreatment will be collected in Guard Pond and used for green belt development. CoalAsh from CFBC boiler, will be off loaded to cement manufacturing units. MOU will beentered into with cement manufacturers. All hazardous waste will be disposed toauthorized dealers as per authorization under Hazardous Waste Management Rules.After detailed deliberations, the Committee prescribed following TORs forundertaking detailed EIA/EMP study:1. Executive summary of the project2. Photographs of the proposed plant area.3. A line diagram/flow sheet for the process and EMP4. Coal linkage documents5. A copy of the mutual agreement for land acquisition signed with land oustees.6. A site location map on Indian map of 1:10, 00,000 scale followed by1:50,000/1:25,000 scale on an A3/A2 sheet with at least next 10 Kms ofterrains i.e. circle of 10 kms and further 10 kms on A3/A2 sheets with properlongitude/latitude/heights with min. 100/200 m. contours should be included. 3-D view i.e. DEM (Digital Elevation Model) for the area in 10 km radius from theproposal site. A photograph of the site should also be included.7. Present land use should be prepared based on satellite imagery. Highresolutionsatellite image data having 1m-5m spatial resolution like quickbird,Ikonos, IRS P-6 pan sharpened etc. for the 10 Km radius area from proposedsite. The same should be used for land used/land-cover mapping of the area.8. Topography of the area should be given clearly indicating whether the siterequires any filling. If so, details of filling, quantity of fill material required, itssource, transportation etc. should be given.9.
