Measures shouldbe taken for firefighting facilities in case of emergency.x) Solvent management should be as follows :‣ Reactor should be connected to chilled brine condenser system‣ Reactor and solvent handling pump should have mechanical seals to preventleakages.‣ The condensers should be provided with sufficient Heat Transfer Area (HTA)and residence time so as to achieve more than 95% recovery‣ Solvents should be stored in a separate space specified with all safetymeasures.‣ Proper earthing should be provided in all the electrical equipments whereversolvent handling is done.‣ Entire plant where solvents are used should be flame proof. The solventstorage tanks should be provided with breather valve to prevent losses.xi) Green belt should be developed in 33% of the plant area.xii) Occupational health surveillance of the workers should be done on a regularbasis and records maintained as per the Factories Act.2.7.9. (TOR to EC).The project authorities and their consultant (San Envirotech Pvt. Ltd.) gave adetailed presentation on the salient features of the project and proposed environmentalprotection measures to be undertaken as per Draft Terms of References (TORs)awarded during the 25 th Meeting of the Expert Appraisal Committee (Industry) heldduring 28 th –30 th July, 2011for preparation of EIA/EMP. All Synthetic Organic ChemicalsIndustry located outside the notified industrial area/estate are listed at S.N. 5(f) undercategory ‘A’ and appraised at Central level.M/s Rainbow Laminate Pvt. Ltd have proposed for manufacturing of LaminateSheet and Resin (Phenol Formaldehyde & Melamine Formaldehyde) at Survey No.753, 754/2, paiki, 8/A, National Highway, Village Lalpur, Taluka Morbi, District Rajkot,Gujarat. Total plot area is 16289 m 2 . Total cost of the expansion project is Rs.
0.7Crores. No wildlife sanctuary/ reserve forest is located within 10 km distance.Following products will be manufactured:S.N. Incremental ground level concentration due to proposedproject is PM (1.605 ug/m 3 ), SO 2 (0.389 ug/m 3 ) and NOx (0.286 ug/m 3 ). Multi-Cycloneseparator along with stack (30 m) will be provided to control coal/lignite firedboiler/thermic fluid heater.Total ground water requirement from ground water source will increase from 7.1m 3 /day to 11.5 m 3 /day after proposed project. Industrial wastewater generation willincrease from 0.4 m 3 /day to 8.2 m 3 /day. Effluent will be treated in effluent treatmentplant followed by evaporator to achieve zero discharge. Domestic effluent will be treatedin septic tank followed by soak pit.Discarded drums and empty bags will be sent back to suppliers or sold to SPCBapproved vendors. Waste / used oil (0.5 KLPA) will be sold to authorized recyclers / reprocessors.ETP sludge will be sent to TSDF. Organic waste residue will be sent tocommon hazardous waste incineration facility.Green belt will be developed in 33 % of plant area. Total power requirement is350 KVA. Coal/lignite (20 TPD) will be used as fuel. DG set (380 KVA) will be installed.The Committee deliberated on the issues raised during the Public Hearing /Public Consultation meeting conducted by the Gujarat Pollution Control Board on 27 thApril, 2012. The issues raised during public hearing were regarding wastewaterdischarge outside the factory premises, local employment, show cause notice issued bythe GPCB etc. and have satisfactorily been responded by the project proponent andincorporated in the final EIA/EMP report. The Committee noted that unit is engaged inthe manufacturing of laminated sheet in the existing unit and laminated sheetmanufacturing is not covered under EIA Notification, 2006.After detailed deliberations, the Committee found the final EIA/EMP reportadequate and suggested to stipulate following specific conditions alongwith otherenvironmental conditions while considering for accord of environmental clearance:i) Ambient air quality data should be collected as per NAAQES standards notifiedby the Ministry on 16 th September, 2009.ii) Regular monitoring of Volatile Organic Compounds (VOCs) should be carriedout.
