vi.Spent wash generation from molasses and grain should not exceed 10 Kl/Kl and6 KL/Kl of alcohol respectively. Spent wash from molasses based distilleryshould be concentrated in MEE to 60 % solids and sent to an incinerator boiler(25 TPH) for incineration to achieve zero discharge. Spent wash from the grainbased distillery should be separated in decanter and then concentrated in MEEto concentrate the solids to 30 % followed by drying in a dryer to achieve zerodischarge Spentlees, effluent from utilities and cogeneration unit should betreated in effluent treatment plant (ETP) and water quality of treated effluentshould meet the norms prescribed by CPCB/SPCB and recycle/ reuse.vii.Spent wash shall be stored in impervious lagoon with HDPE lining as per CPCBguidelines and should be kept in proper condition to prevent ground waterpollution. Storage capacity of spent wash lagoon should be for 30 days.viii.Wastewater generation from the sugar unit shall not exceed 100 litres per tonneof cane crushed. Effluent from sugar unit should be treated in the effluenttreatment plant.ix.As proposed, no effluent from sugar, distillery and co-generation power plantshould be discharged outside the premises and Zero discharge shall beachieved.x. Adequate numbers of ground water quality monitoring stations by providingpiezometers around the project area should be set up. Sampling and trendanalysis monitoring must be made on monthly a basis and report submitted toSPCB and this Ministry. The ground water quality monitoring for pH, BOD, COD,Chloride, Sulphate and total dissolved solids should be monitored.xi.Bagasse/rice husk storage should be done in such a way that it does not get airborne or fly around due to wind.xii.Boiler ash should be stored separately as per CPCB guidelines so that it shouldnot adversely affect the air quality, becoming air borne by wind or water regimeduring rainy season by flowing alongwith the storm water. Direct exposure ofworkers to fly ash & dust should be avoided. Bagasse ash and coal ash shouldbe stored separately.xiii.Occupational health surveillance programme should be undertaken as regularexercise for all the employees. The first aid facilities in the occupational healthcentre should be strengthened and the regular medical test records of eachemployee should be maintained separately.
xiv. Dedicated parking facility for loading and unloading of material should beprovided in the factory premises. Unit should develop and implement good trafficmanagement system for their incoming and outgoing vehicles to avoidcongestion on the public road.xv.All the issues raised during the public hearing/consultation meeting held on 18 thMay, 2012 should be satisfactorily implemented.xvi. Green belt should be developed in 33 % of plot area to mitigate the effects offugitive emissions all around the plant as per CPCB guidelines in consultationwith the local DFO. Thick green belt with suitable plant species should bedeveloped around the proposed distillery to mitigate the odour problem.2.7.5. Laminate Sheet (300 MTPM) and Resin (Phenol Formaldehyde & MelamineFormaldehyde) at Survey No.88, Near 8-A, National Highway, Old Jambudia,Taluka Morbi, District Rajkot, Gujarat by M/s Bell Laminates (TOR to EC).The project authorities and their consultant gave a detailed presentation on thesalient features of the project and proposed environmental protection measures to beundertaken as per Draft Terms of References (TORs) awarded during the 25 th Meeting ofthe Expert Appraisal Committee (Industry) held during 28 th –30 th July, 2011 forpreparation of EIA/EMP. All the Synthetic Organic Chemicals Industry located outsidethe notified industrial area/estate are listed at S.N. 5(f) under category ‘A’ and appraisedat Central level.M/s. Bell Laminates have proposed for the Laminate Sheet (300 MTPM) atSurvey No.88/p, Near 8-A, National Highway, Old Jambudia, Taluka Morbi, DistrictRajkot, Gujarat. Total plot area is 11,635 m 2 . Laminated sheet is being manufactured inthe existing unit (28 MTPM). No wildlife sanctuary/reserve forest is located within 10 Kmdistance. Total cost of the project is Rs. 5.44 Crores.
