xxvii.xxviii.xxix.xxx.xxxi.Occupational health surveillance of worker should be done on a regular basis andrecords maintained as per the Factory Act.Green belt should be developed in 33% of the tankage area to mitigate the effectof fugitive emission all around the plant in consultation with DFO as per CPCBguidelines. Thick green belt around POL depot should be ensured.The Company should harvest surface as well as rainwater from the rooftops of thebuildings proposed in the project and storm water drains to recharge the groundwater and use the same water for the various activities of the project to conservefresh water.Company should adopt Corporate Environment Policy as per the Ministry’s O.M.No. J-11013/41/2006-IA.II (I) dated 26 th April, 2011and implemented.Under Corporate Social Responsibility (CSR), sufficient budgetary provisionshould be made for health improvement, education, water and electricity supplyetc. in and around the project.2.7.2. Expansion of Synthetic Organic Chemical (Bulk Drugs & Drugs Intermediates11.0 MTPM to 37.0 MTPM) Manufacturing Unit at Survey No. 47, HadmtalaIndustrial Area, Rajkot Gondal Highway Taluka Kotda Sangani, District Rajkot,Gujarat by M/s Sam Finechem Limited (TOR to EC).The Committee noted that EIA/EMP report has been prepared by M/s EnvisafeEnvironmental Consultant, Ahmedabad, who is a non-accredited consultant as on date.Therefore, Committee advised that EIA/EMP report shall be validated by theQCI/NABET accredited consultant and submitted to the Ministry for consideration ofenvironmental clearance.The proposal was deferred till EIA/EMP report validated by the QCI/NABETaccredited consultants submitted.2.7.3. Expansion of Mini Refining Plant (55,000 KLPA to 1,20,000 KLPA) at VillageDevaliya Taluka Anjar, District Kachchh, Gujarat by M/s Kandla Energy andChemicals Ltd. (TOR to EC)The project authorities and their consultant (Team Labs and Consultants) gave adetailed presentation on the salient features of the project and proposed environmentalprotection measures to be undertaken as per Draft Terms of References (TORs)awarded during the 13 th Meeting of the Expert Appraisal Committee (Industry) heldduring 19 th –20 th August, 2010for preparation of EIA/EMP report.All petrochemical basedprocessing unit located outside the notified industrial area/estate are listed at S.N. 5(e)under category ‘A’ and appraised at Central level.M/s Kandla Energy & Chemicals Limited has proposed for expansion of MiniRefining Plant (55,000 KLPA to 1,20,000 KLPA) at Village Devaliya Taluka Anjar, DistrictKachchh, Gujarat. In addition the unit intends to have a waste oil processing plant also
