xv.xvi..xvii.xviii.xix.xx.xxi.xxii.xxiii.xxiv.xxv.xxvi.Prior permission should be obtained from CGWA/SGWA to meet waterrequirement from ground water source.The company should construct the garland drain all around the project site toprevent runoff of any oil containing waste into the nearby water bodies. Separatedrainage system should be created for oil contaminated and non-oil contaminatedstreams. During rainy season, the storm water drains should be connected to oilwater separator and passed through guard pond. Water quality monitoring of guardpond should be conducted.Effluent from washing of storage tanks should be properly treated in ETP andtreated wastewater should conform to CPCB standards. As proposed, separatetreatment system should be provided for white oil and black oil effluent streams.No effluent should be discharged outside the premises.Oil Industry Safety Directorate guidelines regarding safety against fire, spillage,pollution control etc. should be followed. Company should ensure no oil spillageoccur during loading / unloading of petroleum products.The project authorities should strictly comply with the provisions made inManufacture, Storage and Import of Hazardous Chemicals Rules 1989, asamended in 2000 and the Public Liability Insurance Act for handling of hazardouschemicals etc. All the hazardous waste should be properly treated and disposed ofin accordance with the Hazardous Waste (Management, Handling andTransboundary Movement) Rules 2008.Necessary approvals from Chief Controller of Explosives must be obtained beforecommission of project. Requisite On-site and Off-site Disaster Management Planswill be prepared and implemented.The company should obtain all requisite clearances for fire safety and explosivesand should comply with the stipulation made by the respective authorities.All storage tanks should be provided with design features based on applicableOISD standards.No change in the storage capacity and other facilities should be made withoutgetting proper approval from the Ministry.Fully automated tank farm management system (TFMS) will be provided foraccounting of products & reconciliation.Emergency Response Plan should be based on the guidelines prepared by OISD,DGMS and Govt. of India. Mock drill should be conducted once in a month.Bottom oil sludge should be handled, stored and disposed as per CPCB/ MoEFguidelines. An action plan in this regard including bioremediation should besubmitted to the Ministry and its Regional Office at Lucknow within 3 months ofissue of the letter.
