Ltd. has proposed for expansion ofPhenol Formaldehyde and Melamine Formaldehyde Resin Manufacturing Unit at Sy.No. 1743 & 1761/1, Village Gangad, Taluka Dholka, District Ahmedabad, Gujarat. Totalplot area is 38631 m 2 . Following products will be manufactured :S.N. Scrubber will be provided to methanol dryer. Water requirementfrom ground water source will be increased from 40 M3/day to 46.8 m 3 /day afterexpansion. Effluent generation will be increased from 2.5 m 3 /day to 3.3 m 3 /day. Effluentwill be treated in ETP based on photo fentonprocess and treated water will beevaporated to achieve zero discharge. Domestic effluent will be disposed through septictank followed by soak pit. ETP sludge will be sent to TSDF. Resin waste will beincinerated in the common incineration facility. Waste oil will be sent to authorizedreprocessors. Greenbelt will be developed in 12850 m 2 .After detailed deliberations, the Expert Appraisal Committee prescribed thefollowing TORs for preparation of EIA/EMP report:1. A separate chapter on status of compliance of Environmental Conditions grantedby State/Centre to be provided. As per circular dated 30 th May, 2012 issued byMoEF, a certified report by RO, MoEF on status of compliance of conditions onexisting unit to be provided in EIA/EMP report.2. Executive summary of the project3. Justification of the project.4. Promoters and their back ground.5. Regulatory framework.6. A map indicating location of the project and distance from severely polluted area.7. Project location and plant layout.8. Infrastructure facilities including power sources.9. Total cost of the project alongwith total capital cost and recurring cost/annum forenvironmental pollution control measures.10. Project site location alongwith site map of 10 km area and site details providingvarious industries, surface water bodies, forests etc.11. Environment clearance for the existing unit issued by the Ministry (reasons, if notobtained), Consent to Operate and Authorization accorded by the MPCB.12. Data for the stack emissions, fugitive emissions; water requirement and waterbalance chart; wastewater generation, treated effluent quality, re-utilization anddisposal of solid/hazardous waste for the existing unit.
13. Present land use based on satellite imagery for the study area of 10 km radius.Details of land availability for the project alongwith supporting document.14. Location of National Park/Wild life sanctuary/Reserve forest within 10 km radiusof the project.15. Permission from the State Forest Department regarding the impact of theproposed plant on the surrounding reserve forests.16. Details of the total land and break-up of the land use for green belt and otheruses.17. List of products alongwith the production capacities.18. Detailed list of raw material required and source, mode of storage.19. Manufacturing process details alongwith the chemical reactions and process flowchart.20. Ambient air quality monitoring at 6 locations within the study area of 5 km., aerialcoverage from project site as per NAAQES notified on 16 th September, 2009.Location of one AAQMS in downwind direction.23. One season site-specific micro-meteorological data using temperature, relativehumidity, hourly wind speed and direction and rainfall and AAQ data (exceptmonsoon) for PM 10 , SO 2 , NOx, CO, NH 3 including VOCs shall be collected. Themonitoring stations shall take into account the pre-dominant wind direction,population zone and sensitive receptors including reserved forests. Data forwater and noise monitoring shall also be included.24. Air pollution control measures proposed for the effective control ofgaseous/process emissions within permissible limits.25. Name of all the solvents to be used in the process and details of solvent recoverysystem.26. Design details of ETP, incinerator, if any alongwith boiler, scrubbers/bag filtersetc.27. Details of water and air pollution and its mitigation plan28. Action plan to control ambient air quality as per NAAQS Standards notified by theMinistry on 16 th September, 2009.29. An action plan prepared by SPCB to control and monitor secondary fugitiveemissions from all the sources.30. Determination of atmospheric inversion level at the project site and assessmentof ground level concentration of pollutants from the stack emission based on sitespecificmeteorological features.
