The project authorities and their consultant gave a detailed presentation on thesalient features of the project and proposed environmental protection measures to beundertaken alongwith the draft Term of References for the preparation of EIA/EMP. Allthe Offshore and Onshore oil and gas exploration, development and production projectsare listed at S.N. 1(b) under Category ‘A’ and appraised at the Central level.M/s GSPC Ltd. has proposed for setting up of surface production facilities (3Nos.)in CB-ONN-2000/01 at Village Ingoli & Ghuma, District Ahmadabad, Gujarat.Following are the details of the surface production facilities:S.N. PK-1 SE-1 SE-1A-11 Total area 15241 m 2 12459.62 m 2 11018 m 22 Crude oil production 4-6 m 3 /day 1-2 m 3 /day 4-5 m 3 /day3 Associated Gas 800-1400m3/day800-1500m3/day20-100 m 3 /daySeparated oil will be stored in 2 overhead tanks of 45 m 3 each. Wastewater in the formof produced water is expected to be generated at the rate of 4 m 3 /day, which shall becollected in waste pit and handed over to CETP. Domestic wastewater will be disposedoff to soak pit. Waste oil will be used for internal purpose. Oily cotton waste will behanded over to authorized disposal site. Power requirement for PK-1, SE-1 and SE-1A1will be 80 HP & 25 KVA, 25 HP & 15 KVA and 50 HP & 5 KVA respectively and sourcedfrom Madhya Gujarat Vij Company Ltd. GSPC has obtained the environmental clearancevide Ministry’s letter no.J-11011/178/2007-IA II(I) dated 3 rd August, 2007 for 5 wells andJ-11011/497/2009-IA II(I) dated 16 th August, 2011 for 5 wells. The Committee observedno suitable ground for public hearing exemption as 3 separate land areas are involvedand also additional pollution load was envisagedAfter detailed deliberations, the Expert Appraisal Committee prescribed thefollowing TORs for preparation of EIA/EMP:1. A separate chapter on status of compliance of Environmental Conditions grantedby State/Centre to be provided. As per circular dated 30 th May, 2012 issued byMoEF, a certified report by RO, MoEF on status of compliance of conditions onexisting unit to be provided in EIA/EMP report.2. Executive summary of the project3. Justification of the project.4. Promoters and their back ground.5. Regulatory framework6. A map indicating location of the project and distance from severely/ criticallypolluted area.7. Project location and plant layout.8. Current status of construction activities.9. Infrastructure facilities including power sources.10. Total cost of the project alongwith total capital cost and recurring cost/annum forenvironmental pollution control measures.11. Project site location alongwith site map of 10 km area and site details providingvarious industries, surface water bodies, forests etc.
