v. The copy of the letter received from the Ministry should be also attached as anannexure to the final EIA-EMP Report.vi. The final EIA-EMP report submitted to the Ministry must incorporate the issues inthis letter. The index of the final EIA-EMP report must indicate the specificchapter and page no. of the EIA-EMP Report.vii. While preparing the EIA report, the instructions for the proponents andinstructions for the consultants issued by MoEF vide O.M. No. J-11013/41/2006-IA.II (I) dated 4 th August, 2009, which are available on the website of this Ministryshould also be followed.viii. The consultants involved in the preparation of EIA/EMP report after accreditationwith Quality Council of India (QCl)/National Accreditation Board of Education andTraining (NABET) would need to include a certificate in this regard in theEIA/EMP reports prepared by them and data provided by otherorganization/Laboratories including their status of approvals etc. In this regardcircular no. J -l1013/77/2004-IA II(I) dated 2 nd December, 2009 posted on theMinistry’s website http://www.moef.nic.in may be referred.ix. Certificate of Accreditation issued by the QCI to the environmental consultantshould be included.It was decided that TORs prescribed by the Expert Appraisal Committee(Industry) should be considered for preparation of EIA / EMP report for the abovementioned project in addition to all the relevant information as per the Generic Structureof EIA given in Appendix III and IIIA in the EIA Notification, 2006. The draft EIA/EMPreport should be submitted to the Karnataka State Pollution Control Board for publichearing. The issues emerged and response to the issues raised during should beincorporated in the EIA report. The final EIA/EMP alongwith Certificate of Accreditationissued by the QCI should be submitted to the Ministry for obtaining environmentalclearance.2.5.25. Molasses based Distillery (30 KLPD)and Co-generation power plant (27 MW)atVillage Amdapur, District Parbhani, Maharashtra by M/s Tridhara Sugar Ltd.(TOR)The project authorities and their consultant (Ultra-tech) gave a detailedpresentation on the salient features of the project and proposed environmentalprotection measures to be undertaken alongwith the draft Term of References for thepreparation of EIA/EMP.All molasses based distilleries are listed at S.N. 5(g) (i) undercategory ‘A’ and appraised at Central level.M/s Tridhara Sugar Ltd. has proposed for setting up of Molasses based Distillery(30 KLPD) and Co-generation power plant (27 MW) at Village Amdapur, DistrictParbhani, Maharashtra. No archeological structures, historical places, protected forests,sanctuaries and biosphere are located. Total land acquired is 90 acres. Sugar plant(2500 TCD) is the existing unit. Total project cost is Rs. 15697.70 Crores.ESP alongwith stack of adequate height will be provided to bagasse fired boiler. Waterrequirement from Godavari River will be 400 m3/day for distillery project and 1000m3/day for cogeneration power plant.
