vii.viii.ix.The company should construct the garland drain all around the drilling site toprevent runoff of any oil containing waste into the nearby water bodies. Separatedrainage system should be created for oil contaminated and non-oilcontaminated. Effluent should be properly treated and treated wastewater shouldconform to CPCB standards.Drilling wastewater including drill cuttings wash water should be collected indisposal pit lined with HDPE lining evaporated or treated and should comply withthe notified standards for on-shore disposal. The membership of common TSDFshould be obtained for the disposal of drill cuttings and hazardous waste.Otherwise, secured land fill should be created at the site as per the designapproved by the CPCB and obtain authorization from the SPCB. Copy ofauthorization or membership of TSDF should be submitted to Ministry’s RegionalOffice at Bhopal.Good sanitation facility should be provided at the drilling site. Domestic sewageshould be disposed off through septic tank/ soak pit.x. Oil spillage prevention scheme should be prepared. In case of oilspillage/contamination, action plan should be prepared to clean the site byadopting proven technology. The recyclable waste (oily sludge) and spent oilshould be disposed of to the authorized recyclers.xi.xii.xiii.xiv.xv.xvi.The company should comply with the guidelines for disposal of solid waste, drillcutting and drilling fluids for onshore drilling operation notified vide GSR.546(E)dated 30 th August, 2005.The Company should take necessary measures to prevent fire hazards,containing oil spill and soil remediation as needed. Possibility of using groundflare should be explored. At the place of ground flaring, the overhead flaringstack with knockout drums should be installed to minimize gaseous emissionsduring operation.The company should develop a contingency plan for H 2 S release including allnecessary aspects from evacuation to resumption of normal operations. Theworkers should be provided with personal H 2 S detectors in locations of high riskof exposure along with self containing breathing apparatus.On completion of drilling, the company have to plug the drilled wells safely andobtain certificate from environment safety angle from the concerned authority.The Company should carry out long term subsidence study by collecting baseline data before initiating drilling operation till the project lasts. The data socollected should be submitted six monthly to the Ministry and its Regional Officeat Bhopal.Blow Out Preventer (BOP) system should be installed to prevent well blowoutsduring drilling operations. BOP measures during drilling should focus onmaintaining well bore hydrostatic pressure by proper pre-well planning anddrilling fluid logging etc.
