The data socollected should be submitted six monthly to the Ministry and its Regional Officeat Lucknow.Blow Out Preventer (BOP) system should be installed to prevent well blowoutsduring drilling operations. BOP measures during drilling should focus onmaintaining well bore hydrostatic pressure by proper pre-well planning anddrilling fluid logging etc.Emergency Response Plan (ERP) should be based on the guidelines preparedby OISD, DGMS and Govt. of India.The company should take measures after completion of drilling process by wellplugging and secured enclosures, decommissioning of rig upon abandonment ofthe well and drilling site should be restored to the original condition. In the eventthat no economic quantity of hydrocarbon is found a full abandonment planshould be implemented for the drilling site in accordance with the applicableIndian Petroleum Regulations.Occupational health surveillance of the workers should be carried out as per theprevailing Acts and Rules.In case the commercial viability of the project is established, the Company shouldprepare a detailed plan for development of oil and gas fields and obtain freshenvironmental clearance from the Ministry.Restoration of the project site should be carried out satisfactorily and reportshould be sent to the Ministry’s Regional Office at Bangalore.Oil content in the drill cuttings should be monitored by some Authorized agencyand report should be sent to the Ministry’s Regional Office at Bangalore.Under Corporate Social Responsibility (CSR), sufficient budgetary provisionshould be made for health improvement, education, water and electricity supplyetc. in and around the project.An audit should be done to ensure that the Environment Management Plan isimplemented in totality and report should be submitted to the Ministry’s RegionalOffice.All personnel including those of contractors should be trained and made fullyaware of the hazards, risks and controls in place.
xxvi.xxvii.Company should have own Environment Management Cell having qualifiedpersons with proper background.Company should prepare operating manual in respect of all activities. It shouldcover all safety & environment related issues and system. Measures to be takenfor protection. One set of environmental manual should be made available at thedrilling site/ project site. Awareness should be created at each level of themanagement. All the schedules and results of environmental monitoring shouldbe available at the project site office.2.5.20. Expansion of Exploratory Drilling in Mahanandi (Offshore) Block NEC-DWN-2002/2 Under NELP-IV in Mahanandi Basin in Orissa by M/s Oil andNatural Gas Corporation Ltd. (ONGCL) (TOR to EC)The project authorities gave a detailed presentation on the salient features of theproject and proposed environmental protection measures to be undertaken as per DraftTerms of References (TORs) awarded during the 16 th Meeting of the Expert AppraisalCommittee (Industry) held during 18 th -19 th November, 2010 for preparation ofEIA/EMP.All the Offshore and Onshore oil and gas exploration, development andproduction projects are listed at S.N. 1(b) under Category ‘A’ and appraised at theCentral level.No public hearing/consultation is required due to location of theproject at more than 12 nautical miles from the coastal seashore of EIANotification, 2006.M/s Oil and Natural Gas Corporation Ltd. have proposed for the expansion ofExploratory Drilling in Mahanandi (Offshore) Block NEC-DWN-2002/2 Under NELP-IV inMahanandi Basin in Orissa. The block NEC-DWN-2002/2 Under NELP-IV was awardedon 17.03.2004. Total area of the exploratory block is 15,465 sq. km.9 Wells will be drilledduring 2012-14. All the locations are more than 150 Km away from coastline andprojected drilling depth are 5000 – 7000 m with water depth ranging between 1060 m to2150 m.
