14.68” 29.40”Additionally, PAs informed the Committee that ambient air quality monitoring was carriedout at 10 locations during December, 2011-March, 2012 and submitted data indicatesPM 10 (32.3-54.2ug/m 3 ),SO 2 (5.1-14.5 ug/m 3 ) and NO x (10.3- 22.22 ug/m 3 ). Incrementalconcentration due to proposed project was estimated to be PM 10 (0.01 ug/m 3 ), SO 2 (0.09ug/m 3 ) and NOx (6.0 ug/m 3 ). Air emissions from D.G. sets will be dispersed by providingadequate stack height. Fresh water requirement will be 25 m 3 /day, which will beprocured from tanker. Water based mud (WBM) and Synthetic based mud will be used.Total wastewater generated for entire drilling period will be around 800 m3. Effluent willbe treated in effluent treatment plant (ETP) comprising equalization, chemicalcoagulation, flocculation and clarification by settling and residual unusable mud will becollected in lined pits and solar evaporated. Drill cutting (DC) will be separated fromwater based mud (WBM) and washed properly and unusable drilling fluids (DF) will bedisposed off in well designed lined pit with impervious liner for solar drying. Disposal ofdrill cuttings and drill mud will be carried out in accordance with the GSR 546 (E) dated30 th August, 2005. Used oil will be sent to authorized recyclers.HSD (5.5 KLD) will be used as fuel in rig and D.G. sets during drilling period. DGsets (3 x 1000 KVA) will be installed. Number of blow out prevention techniques willbe part of drilling rig unit. Blow out preventers (BOP) will be installed to control fluid fromthe formation gushing to the surface. In the event the well is unsuccessful the well borewill be cement plugged.The committee noted that environmental clearance for existing 2 exploratorywells in NELP Block CY-ONN-2002/2 in Cauvery basin was accorded vide Ministry’sletter no.J-11011/13/2007-IA(II)-I dated 16 th September, 2008. The committeedeliberated upon the compliance report submitted by the project proponent and projectproponent responded satisfactorily.After detailed deliberations, the Committee found the EIA/EMP reportsatisfactoryand suggested to stipulate following specific conditions alongwith other environmentalconditions while considering for accord of environmental clearance:i. This EC is only for Exploratory Drilling. In case Development drilling is to bedone in future, prior clearance must be obtained from concerned authorities.ii.iii.iv.Ambient air quality should be monitored near the closest human settlements asper the National Ambient Air Quality Emission Standards issued by the Ministryvide G.S.R. No. 826(E) dated 16 th November, 2009 for PM 10 , PM 2.5 , SO 2 , NO X ,CO, CH 4 , HC, Non-methane HC etc.Mercury should also be analyzed in air, water and drill cuttings twice duringdrilling period.Approach road should be made pucca to minimize generation of suspendeddust.
v. The company should make the arrangement for control of noise from the drillingactivity. Acoustic enclosure should be provided to DG sets and proper stackheight should be provided as per CPCB guidelines.vi.vii.viii.ix.Total water requirement should not exceed 25 m 3 /day and prior permissionshould be obtained from the concerned agency.The company should construct the garland drain all around the drilling site toprevent runoff of any oil containing waste into the nearby water bodies. Separatedrainage system should be created for oil contaminated and non-oilcontaminated. Effluent should be properly treated and treated wastewater shouldconform to CPCB standards.Drilling wastewater including drill cuttings wash water should be collected indisposal pit lined with HDPE lining evaporated or treated and should comply withthe notified standards for on-shore disposal. The membership of common TSDFshould be obtained for the disposal of drill cuttings and hazardous waste.Otherwise, secured land fill should be created at the site as per the designapproved by the CPCB and obtain authorization from the SPCB. Copy ofauthorization or membership of TSDF should be submitted to Ministry’s RegionalOffice at Lucknow.Good sanitation facility should be provided at the drilling site. Domestic sewageshould be disposed off through septic tank/ soak pit.x. Oil spillage prevention scheme should be prepared. In case of oilspillage/contamination, action plan should be prepared to clean the site byadopting proven technology. The recyclable waste (oily sludge) and spent oilshould be disposed of to the authorized recyclers.xi.xii.xiii.The company should comply with the guidelines for disposal of solid waste, drillcutting and drilling fluids for onshore drilling operation notified vide GSR.546(E)dated 30 th August, 2005.The Company should take necessary measures to prevent fire hazards,containing oil spill and soil remediation as needed. Possibility of using groundflare should be explored. At the place of ground flaring, the overhead flaringstack with knockout drums should be installed to minimize gaseous emissionsduring operation.The company should develop a contingency plan for H 2 S release including allnecessary aspects from evacuation to resumption of normal operations. Theworkers should be provided with personal H 2 S detectors in locations of high riskof exposure along with self containing breathing apparatus.
