<strong>Minutes</strong> of the <strong>Pre</strong>-<strong>Bid</strong> Meeting for the Supply, Installation, Testing and Commissioning(SITC) of Medical Equipments for Hospitals of the Govt. of <strong>Haryana</strong> [ITB No. <strong>UNOPS</strong>-HAR-IPO-01-2013] held on 18 th January, 2013 at 1100 hrs at UN Conference Hall, 55 LodiEstate, New Delhi – 110 003.The meeting was chaired by Mr. J.S. Choudhary, National Procurement Officer, INOC, NewDelhi, IndiaThe list of participants is at Annexure.Various technical, legal and commercial queries and suggestions were made by the participants inthe <strong>Pre</strong>-<strong>Bid</strong> Meeting.The participants were informed that all their queries and suggestions would be duly considered by<strong>UNOPS</strong> and the Representatives from the Government of <strong>Haryana</strong> and appropriate decisionsthereon would be taken, which would be reflected in the bid document through appropriateamendment. They were requested to go through the websites, and update themselves with the saidamendment. They were also advised to regularly visit the websites of <strong>UNOPS</strong> and Govt. of<strong>Haryana</strong> for any amendment(s) that may issue subsequently. It was also informed that the minutesof the <strong>Pre</strong>-<strong>Bid</strong> Meeting would be posted on the websites of <strong>UNOPS</strong> and Govt. of <strong>Haryana</strong>.The participants were further informed that the following points may be kept in mind, whilesubmitting the bid:A. General:- Provide all documents as per Check List Form under section “<strong>Bid</strong>ding Forms”.- <strong>Bid</strong> Form & Price Schedule to be signed only by duly authorized signatory.- Use only the standard forms provided in the bid document for the present ITB.- Check <strong>UNOPS</strong>/<strong>Haryana</strong> websites and your mailbox regularly for amendments.- Electronic submission of bids at bidsipo@unops.org is allowed, at the risk of the bidder,provided its hard copy is received in 5 working days.- Please provide the correct contact details for clarification during bid evaluation, and beavailable from bid opening date onwards, over e-mail.- Please file documents properly, with index page identifying the key documents.- Any violation of the “Confidentiality” clause (ITB 28) will be viewed seriously.- You may choose to bid for only one Schedule, but never for part of a schedule.<strong>Pre</strong> <strong>Bid</strong> Meeting – ITB No. <strong>UNOPS</strong>-HAR-IPO-01-2013.Page#1


B. Financial:- Validity of the bid security to be up to minimum 15 days beyond the expiry date ofvalidity of bid (i.e. 90 days after the bid submission deadline).- Cost towards each <strong>Bid</strong> document should be deposited along with the bid (once).- Quote CMC price, where indicated in TS; evaluation is based on life cycle cost.- Quote CPT Price, inclusive of EXW price & freight, exclusive of tax/duty (must indicateseparately). Fill up Price Schedule form correctly; mistake may be fatal.- The basic principle of evaluation will be lowest technically compliant bid. Thuscommercial evaluation will be carried out only of the technically compliant bids.- For delayed delivery/installation for reasons attributable to the supplier, liquidateddamages @ 0.5% of value of goods, for each week of delay, will be deducted.- <strong>Bid</strong>der should submit documentary evidence in support of his capacity to successfullycarry out this contract. He should also submit details of completed contracts in the last 5years along with satisfactory performance certificate.- There is no exemption from customs/excise duty. Customs clearance by supplier.C. Technical:- Attach valid quality certification document(s); no self-certifications admissible.- Quality Management System in conformity with ISO 9001:2008 where specified;- Product quality standard (CE/FDA/BIS) to be supported by authentic documents;Warranty, its scope and service facilities to be clearly indicated in the documents.- Manufacturer’s facility may be inspected prior to award of contract.- Details of manufacturer along with manufacturer’s authorization to be provided- <strong>Pre</strong>-dispatch inspection and testing of goods shall be carried out for all consignments byindependent expert body appointed by <strong>UNOPS</strong>.- Offered product catalogue to be attached in original (2 in nos.) with each bid.- Evidence of production capacity of manufacturer of specific item must be given.<strong>Pre</strong> <strong>Bid</strong> Meeting – ITB No. <strong>UNOPS</strong>-HAR-IPO-01-2013.Page#2
