ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO FOR THE PERIOD <strong>2009</strong>–<strong>2018</strong>Treaty establishing the <strong>Energy</strong> CommunityFollowing the Athens process which aimed to establish integrated regional energy market inSouth East Europe, in 25 October 2005 the European Community and Albania, Bosnia andHerzegovina, Bulgaria, Croatia, Montenegro, the Former Yugoslav Republic of Macedonia,Romania, Serbia and UNMIK on behalf of <strong>Kosovo</strong> signed the Treaty establishing the <strong>Energy</strong> The Treaty requires the Contracting Parties to implement important parts of the acquiscommunautaire, provides for the creation of a single energy market and the mechanism for theThe institutional setting and the decision making process within the <strong>Energy</strong> Communityinvolves the following organs: (i) Ministerial Council, (ii) Permanent High Level Group, (iii)for a, and (iv) SecretariatAccording to Article 2, the task of the <strong>Energy</strong> Community is to organise the relations betweenthe Contracting Parties and to create a legal and economic framework in relation to Network<strong>Energy</strong> in order to:(i)create a stable regulatory and market framework capable of attracting investment in gasnetworks, power generation, and transmission and distribution networks,(ii) create a single regulatory space for trade in Network <strong>Energy</strong>,(iii) enhance the security of supply of the single regulatory space,(iv) improve the environmental situation in relation to Network <strong>Energy</strong> and related energytrade in the single regulatory space, and(v)develop Network <strong>Energy</strong> market competition on a broader geographic scale and exploit6.2 Stabilization and Association Tracking MechanismDevelopment of <strong>Energy</strong> Sector in compliance with EU Acquis is one of the most importantFaqe 38Ministry of <strong>Energy</strong> and Mining
