ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO FOR THE PERIOD 2009–2018existing situation and the development of the energy and lignite sector in the wider region of theGovernment of Kosovo and the future investor will need to make in the context of improving the Plant, the scheme and dynamics of the mine development, the power plant unit size, the selectionof the technology, and the pace of project development in relation with the demand for electricityReferring to the Baseline Environmental and Social Study, this report reaches the conclusion thatthe current environmental situation in the energy sector is rather complex due to a number ofreasons:• Environmental situation is deeply affected by past mining activities that have caused• Air quality is poor due to emissions from existing power plants, which are not incompliance with current EU standards;• Quality of air and ground water have been largely deteriorated by dumping of ash andpast;• Quality of surface waters has been effected by untreated water discharges from thepower plants, mining activities and urban sewerage waters;• Noise emissions from mining activities are annoying to inhabitants living nearby themine; control (of water and air); and The main recommendations of SESA Report and the analysis of possible development scenariosare as follows:• TPP Kosova A is the preferred location for the construction of the TPP Kosova e Re,• Both available commercial lignite combustion technologies (PF or CFB) areFurthermore, SESA report describes the existing legal and institutional framework related toenvironment protection and environmental management at national, regional and local levels andMinistry of Energy and Mining Faqe 27
