Reported cases were investigatedwithin the Commission to Combat Human Traffickingfor Sexual Purposes, the border police inStockholm and within the Serious Crime section inSöderort.Preliminary investigation: The Rån Case - JointInvestigation Team67 with EstoniaFifteen reports were filed in the Rån case. A JointInvestigation Team (JIT) was formed to streamlinethe work. The team included the Commission toCombat Human Trafficking, the Nordic liaisonpolice in Estonia, and the Estonian and CentralCriminal Investigation Department and the InternationalProsecution Authorities in Tallinn and Stockholm.The main suspects were three men in their twentiesfrom Estonia and a 46-year-old woman from Sweden.Surveillance measures and phone tapping of the suspectswere conducted simultaneously in both countries.After raids in both countries two people werearrested in Tallin and three in Stockholm. Housesearches were carried out and several objects of interestto the investigation were seized. The people arrestedin Estonia were then extradited to Sweden.The preliminary investigation led to the DistrictCourt sentencing a woman to three years of impris-66 Administrative Court in Gothenburg, Migration Court Department1, 08.04.2011, Case no. A 29-year-old man was sentencedto imprisonment for two and a half years foraggravated procuring, procuring, attempted procuringand attempted extortion. A man aged 26 and aman aged 25 were each sentenced to imprisonmentfor one and a half years and expulsion for five yearsfor procuring. Finally, a man aged 24 was sentencedto imprisonment for three months for procuring andtwo men were fined 50 times their daily income forpurchasing sexual services 68 . The 25-year-oldappealed against his conviction for procuring, but theCourt of Appeal upheld the district court’s ruling 69 .Nine Estonian women aged between 24 and 41 wereinjured-parties or witnesses in this case.Preliminary investigation: The STHLMSTJEJER CaseA report concerning aggravated procuring was filedin this preliminary investigation. The prime suspectwas a 52-year-old man of Finnish origin but residentin Sweden. The man acted as “webmaster” for a websitepublishing advertisements for the sale of womenbetween the ages of 18 and 40 for sexual purposes.The man was arrested but released pending legal proceedings.The case is ongoing.Preliminary investigation: The Natalia CaseA report concerning aggravated procuring was filedin the case. The main suspect was a 41-year-old Swedishman, who managed a website on which he publishedpictures of and advertisements concerning thesale of women, Swedish and foreign, for sexual purposes.The District Court gave the man a custodial sentenceof one year and six months for procuring, andhe was placed under an obligation to pay SEK700,000 to the State. In addition, a woman aged 43was sentenced to imprisonment for three months, for68 Söderort District Court 29.09.2011, Case no. 15187-11.69 Svea Court of Appeal 22-12-2011, Case no. B 8490-11.

The woman becameinvolved since she acted as payee and signed for moneythat came from advertisers on the website, despiteknowing the money’s origin. The Court of Appealconfirmed the District Court ruling 71 .Preliminary investigation: The Oktav CaseIn this preliminary investigation, reports were filedconcerning aggravated procuring and the purchaseof sexual services. The main suspects were a managed 32 and a woman aged 29, resident in Sweden butoriginating in Poland. One more man was arrestedfor the same crime in Poland but was released by thePolish authorities. Four women from Poland, agedbetween 20 and 33, were identified as witnesses in thecase. The Commission collaborated on this case withthe customs liaison officer in Poland and with thePolish police and prosecution authorities 72 .The 32-year-old ringleader was sentenced in January2012 to eight months of imprisonment by the DistrictCourt for procuring and theft. The man, whohad been released, was sentenced to imprisonmentfor four months for procuring, and the 29-year-oldwoman was given a suspended sentence and a finebased on her daily income, for theft 73 . The districtcourt held that those suspected of procuring had promotedand improperly exploited the fact that the fourwomen had casual sexual relations in return for payment.The promotion consisted of the perpetratorsproviding an apartment in Stockholm and one inTumba, where the women lived and were exploited forthe purchase of sexual services. They had also providedthe women with mobile phones and phonecards, advertised the sale of sexual services on websitesand taken phone calls from male purchasers ofsexual services. B 6171-11.72 Police and customs cooperation.73 Stockholm District Court 10.01.2012, Case no B 14587-10.of their having seized a certain proportion of the paymentfor purchases of sexual services.Preliminary investigation: SödertörnNine reports were filed in this case which concernednine injured-parties, all of them young Swedish womenaged between 18 and 21. A man, aged 41, was sentencedby the District Court to four years and sixmonths of imprisonment for aggravated procuring,rape and the purchase of sexual services 74 . The activitieshad been going on for six years. During theseyears, the man exploited eight women on several differentoccasions. In conjunction with the housesearch, the police found computer files and pornographicimages which led to eight injured-partiesbeing identified. The District Court ruled on thesequestration of SEK 630,000 of which SEK 270,000was to cover the injured-parties’ damages claims andSEK 360,000 which related to the value of the proceedsof crime.The perpetrator was convicted for aggravated procuringbecause the business had been conducted inan organised form, extensively and for a lengthy period.The business had also involved the ruthlessexploitation of the women while the man had made asubstantial profit. The sentence was made final inMay 2011.City Police Prostitution TeamFor a long time, the police authority in the County ofStockholm have been focusing their efforts on combatingopen street prostitution and the purchase ofsexual services at hotels and in other premises inStockholm. Police initiatives against street prostitutionusually result in interventions against the crimeof purchasing sex, assault, drink driving, drugscrimes, and breaches of the Aliens Act. The policeauthority also exercises statutory supervision and74 Södertörn District Court 11.04.2011, Case no B 13968-11. Thesentence was made final in May 2011.
