TEG Scope of Services:<br />

The services of <strong>Technocon</strong> Engineering Group are exclusively restricted to engineering<br />

consulting activities thus having no direct or indirect interests in contracting, materials manufacture or<br />

supply, or trade of any kind.<br />

These services cover a wide range of activities and include:<br />

Design Services: Data collection, feasibility studies, planning, program development, concept,<br />

preliminary and final designs, and detailed working drawings, tender documents which include<br />

contract conditions, technical specifications and bills of quantities.<br />

Tendering Services: Pre-qualification of tenderers, invitation to tenderers, tender analysis and reports<br />

and contract award.<br />

Construction Supervision Services: supervision of construction, progress reports, checking of interim<br />

and final payments certificates, quality and cost control, preliminary and final taking over of the<br />

project.<br />

The firm provides its engineering consulting services as described above in the following<br />

2. REVIEW OF TECHNOCON ACTIVITIES:<br />

Abdel Moneim Mustafa and Partners had been restructured into a new consulting<br />

entity called TECHNOCON ENGINEERING GROUP. The new company incorporates<br />

a large pool of expertise responding to new challenges in all fields of engineering.<br />

The original firm was established by ABDEL MONEIM MUSTAFA in 1972. During 35<br />

years of Engineering Consultation, the firm has gained respectable credential in<br />

consultancy work. Its clients spawn international organization e.g. BADEA Bank,<br />

AOAD, World Bank, beside large local organization i.e. Bank of Khartoum, Sudanese<br />

International Bank Khartoum Refinery etc. The company designed and supervised<br />

office blocks, commercial buildings, silos, flour mills, water retaining structures and<br />

other structures. Urban planning, transportation engineering are two discipline that<br />

are gaining momentum within the firm. Water and waste water management is<br />

being established through joint venture with IBG Group. The company also joint-<br />

ventured with some reputed foreign firms, Shankland Co. International, Dioxides<br />

Associates in major projects. With the later firm, we had the chance to take part in<br />

the Structure Plan of Khartoum in which elaborate traffic studies were done for the<br />

major roads and rehabilitation program was proposed. Major road intersections<br />

were redesigned and roundabout and fly-over bridges were suggested to separate<br />

traffic. Location studies for new bridges across the Blue Nile and White Nile were<br />

done. A master plan for University of ElGazira with its scattered branches in the<br />

Wilaya was proposed. Furthermore our firm joint-ventured lately with the reputed<br />

Italian Firm STIPPE for the design of Renk Malakal Road length 342 Kilometers.<br />

The project was completed and submitted to NHA in March 1999. In this project the<br />

most technical and economical road alignment was determined. Detailed<br />

Engineering Design and Tender Documents were prepared. Nowadays, the firm is<br />

handling many projects in the area of housing, industrial buildings, roads, bridges<br />

and irrigation schemes. <strong>Technocon</strong> Engineering Group (TEG) is now a partner of<br />

the consortium formed to prepare another master plan for Khartoum.

5. KHARTOUM STRUCTURAL PLAN (1990-2000):<br />

Khartoum Structural Plan (KSP) was commissioned by the Government of Sudan and<br />

financed by the International Development Agency (IDA), in 1990, for the sum of<br />

$900,000. It was a joint-venture between <strong>Technocon</strong> Eng. Group (TEG) and Doxiadis<br />

Associates (DA). The aim of the Plan was to contribute to the rationalization of the<br />

development process at the decision making level. Goals for Khartoum growth were<br />

set, alternative social & economic strategies investigated & their respective spatial<br />

implications & the requisite policies underlying them analyzed. Moreover, the KSP<br />

envisaged the setting up of a Khartoum Development Authority and developed a<br />

body of legislative reforms to guarantee its successful implementation.<br />

More than 90 Action Programs were identified in the sectors of land use & planning,<br />

housing, transportation, public utilities & utility networks, for implementation within<br />

the first 5 year of the Plan. These were subjected to a rigorous selection process in<br />

order to identify priorities. They were intended as a road map for instructing donor<br />

interventions. Twenty eight TEG experts teamed with a similar number of DA<br />

experts, in intensive working sessions, in Khartoum & Athens, to produce an<br />

authoritative development model, which is still instructing most aspects of Khartoum<br />

growth.


Selected Programmes: The following were selected programmes for implementation<br />

together with their costs. Relevant studies for each programme were carried out.<br />

These studies will be elaborated and further selection will be endorsed according to<br />

the priority action model and other major political strategies criteria. These action<br />

programmes were identified in accordance to their need for implementation within<br />

the next five years.<br />

They were selected to achieve the following:<br />

a. Address growth and deficiencies.<br />

b. Improve operation and maintenance of existing utilities, structures and<br />

institutions.<br />

c. Help in creating employment opportunities.<br />

d. Help in deploying human and financial resources at local level.<br />

A method of prioritization for implementation of the selected action programmes was<br />

elaborated in accordance with the urgency of particular needs per sector, the<br />

phasing of implementation and availability of funds.


CONSULTANT FOR KHARTOUM REFINERY AT EL GAILI:<br />

<strong>Technocon</strong> Eng. Group is the consultant to the Khartoum Refinery Co. (KRC). Its Campus is<br />

at Aljaily, 60 km to the north of Khartoum. KRC plan is to house its entire staff in its<br />

Campus. A residential mix of high rise and detached houses together with its social and<br />

infrastructural services was envisaged and is currently being implemented. Work is<br />

completed in 30 high rise blocks, hospital, kindergarten, primary & secondary schools, water<br />

& waste treatment plants, a recreational park developed around a water reservoir for storing<br />

spill over from the air-conditioning system of the refinery (180,000 m 2 ). This pool is a new<br />

center of interest for refinery staff to spend their leisure time. A four million U.S. dollar<br />

treatment plant for sewage water is now under construction. Clean water from this plant<br />

will irrigate all plantations along the streets of the refinery. Water supply system and<br />

electricity network are installed over the whole area of the refinery. TEG designed and<br />

implemented a complete roadway network and storm water drainage system. As the site of<br />

the refinery stands on the way of rain water coming from the east towards the river, an<br />

earth dyke is constructed on the east side of the refinery to direct the storm water away<br />

from the refinery site.<br />

The refinery site with its residential facilities, pool, and greenery covering most of the<br />

refinery area is an oasis in the desert land north of Khartoum City.


UNIVERSITY OF GEZEIRA MASTER PLAN (2000-2010)<br />

The University of Gezeira is a unique institution in that it consists of 9 campuses<br />

located in 8 different towns within the Gezeira State. It was commissioned and<br />

financed by the University. A team of experts from TEG, the Gezeira Group and<br />

from the University of Khartoum was assembled for the task. Extensive surveys of<br />

the respective campuses were conducted. Objectives were formulated and<br />

deficiencies identified in close collaboration with the faculties and the students. The<br />

synthesis of all these elements constituted the Master Plan for the University to the<br />

year 2010.

Century City Development (CCD) Project, Doha, QATAR:


This project lies on a large parcel of land of approximately 196,000 square metres located in<br />

the heart of city of Doha. The project includes:<br />

TEG as sub-consultant of Chicago Design Consultants International (CDCi) of Qatar ia<br />

assisting CDCi in the structural design in the different components of the project particularly<br />

the Residential Apartments buildings with a total built-up area of over 240,000 square<br />

meters. This project is in the design development phase.


ARAB BANK FOR ECONOMIC DEVELOPMENT IN AFRICA (BADEA)<br />

ARAAK CITY<br />

Araak Group Ltd. is the leading developer in Khartoum. <strong>Technocon</strong><br />

Engineering Group is the technical advisor to the Group’s Engineering Office.<br />

Araak City is built on an area of 170,000m² to the south east of Khartoum and<br />

is divided into three phases, with over 300 villas of different styles and sizes.<br />

The first phase consists of 100 elegant villas with its marble, stucco &<br />

marseille tile finishes, has almost been completed and sold out. The social club<br />

& mini mall is under construction. The second phase, consisting of multi-storey<br />

U–shaped developments and social venues, is under construction. The roads<br />

for the third phase are being laid out. When completed, Araak City shall be<br />

one of the most prestigious addresses in Khartoum.<br />

Construction of Phase 2 is expected to finish by September 2009.<br />

Construction of Phase 3 expected finish date is 2010.<br />

Construction cost estimate for each phase ranges between 15 to 20 million US<br />

dollars.


Burj Al-Daman (NSIF Headquarters):


<strong>Technocon</strong> has been selected to manage and supervise the construction of the<br />

National Social Insurance Fund headquarters building. TEG has reviewed the design<br />

of the building and made important technical changes. The building is currently<br />

under construction.<br />

AlAman City Center:<br />

TEG has been selected by the National Social Insurance Fund to provide<br />

design review and construction supervision services of AlAman City Center.<br />

(Structural Steel option). The complex consists of two towers, 37 and 27<br />

storeys high and is owned by the National Social Insurance Fund. TEG is<br />

now involved in a complete structural analysis review as well as other<br />

disciplines reviews.

Our firm is now embarking on preparing a master plan for Wad Medani Civil<br />

Centre. In this study a replanning of the road network is under evaluation<br />

and detailed design of pavements, storm drainage and other road facilities<br />

will be suggested. Collection of data and first report is submitted to the<br />

client.<br />

UNIVERSITY OF GEZEIRA MASTER PLAN<br />

A new master plan for the University up to the year 2010 with its Nine<br />

compasses was prepared by our firm.<br />

Detailed studies for academic requirements, lectures rooms, laboratories, staff<br />

offices, hostels, social activities, all services- storm drainage, sewerage, water<br />

supply, electricity, roads etc. were done and a master plan that addressed all<br />

requirements to the year 2010 was prepared for the nine compasses.<br />

COLLEGE OF FINE & APPLIED ART - KHARTOUM POLYTECHNIC<br />

Together with AYOUB AND OMER SALIM, our firm prepared a comprehensive<br />

and well-studied plan for the college. Full working drawings, model and<br />

tender documents were also prepared.<br />

KHARTOUM NEW MASTER PLAN:<br />

<strong>Technocon</strong> has been selected among other international and local firm's to<br />

prepare a new master plan for Khartoum Capital.


7. ROADS AND BRIDGES PROJECTS HANDLED BY TECHNOCON:<br />

Construction of Roads under the Market Access Feeder Roads Programme in Blue<br />

Nile State<br />

The Ministry of International Cooperation (European Development Fund) has commissioned<br />

TEG to undertake engineering services for the design and construction supervision of Roads for<br />

Blue Nile State, under the Market Feeder Roads Programme. The Feeder Roads, with a total<br />

length of 172 km were located in the Kurmuk Locality and a small part of Geisan Locality.<br />

Work started on March 2010.<br />

3. Dereng to Bullen – 20 km (*whole distance constructed 1996)<br />

Umm Ruwaba Abu Gubeiha Road Project<br />

NHA has commissioned TEG to undertake the construction supervision services for Umm<br />

Ruwaba – Abu Gebeiha Road Project. Umm Ruwaba – Abu Gebeiha Road Project extends<br />

141 km from Umm Ruwaba Southwards in a flat terrain to Abu Gebeiha. The Project is a<br />

part of Chinese Government Fund and it costed 65 Million US Dollar with the Construction<br />

period for 3 years.

The superstructure of the above bridges consists of precast concrete beams supporting<br />

a cast in situ concrete deck slab. Piers and abutments are R.C. resting on pile<br />

foundation. Design is completed an submitted to NHA.


ELJEBELEIN EL RANK ROAD:<br />

Total length of this segment is 97 kilometers. As this part of the road was designed more than 20<br />

years ago a revision of alignment became pertinent. A lot of development and changes in<br />

settlements and irrigation schemes have taken place and alternative alignment at certain location was<br />

suggested. Our firm completed and handed the projected in May 1999. In addition our firm designed<br />

the following bridges:<br />

1- Reinforced concrete bridge across Khor Ramad at El Gabalein (20m length)<br />

2- Reinforced concrete bridge across Khor Abu Harum (30m length)<br />

3- Reinforced concrete bridge across Khor Abu Khadra (20m length).<br />

All above three bridges were constructed.


HAIYA PORT SUDAN ROAD:<br />

Together with Khafib & Alami of Lebanon we are supervising the construction of the<br />

asphalt pavement of Haiya Port Sudan Road. The project includes the maintenance of<br />

all existing bridges.<br />

KHARTOUM TUTI BRIDGE:<br />

This bridge is located across the Blue Nile and it joints Khartoum to Tuti Island. It is a<br />

plate girder bridge supported on concrete piers and pile foundation. The total length<br />

of this bridge is 250 meters. Task included revision of the design and preparation of<br />

the technical specifications and conditions of contract.<br />

SOBAT RIVER BRIDGE:<br />

This is a three span steel truss bridge. Total length is 136m. A 20cms reinforced<br />

concrete deck slab is supported on longitudinal stringers and cross bearers. The piers<br />

and abutments are of reinforced concrete supported on deep piles.


Khartoum New International Airport (KNIA) Roads Network:<br />

TEG, in association with DEKA, is entrusted to carryout feasibility study, environmental impact<br />

assessment and design and to prepare tender documents for the Approach Roads for Khartoum New<br />

International Airport at south of Omdurman City. The project also includes the design of four major<br />

intersections/interchanges (underpasses/flyovers). The total length of roads is approximately 320<br />

km. Technical and financial proposals were provisionally accepted and the contract is being prepared.<br />

Project is scheduled to start by end of February 2009.


Kadogli – Lagawa – El Fula Road


<strong>Technocon</strong> Engineering Group in Association with ACE of Egypt were recently selected by Highway<br />

Authority to design Kadogli-Lagawa Elfula Road a 200 Kilometer road in West Kordofan. The road<br />

passes through many wide Khors and Wadies which require preparation of design of ten bridges and<br />

12 box culverts. The design of the road and bridges has been complete and the consultant is<br />

preparing the tender documents.


RUFAA – HASSAHISA BRIDGE:


Competing with several other firms, our firm successfully honored the task of preparation the design<br />

study and supervision of Rufaa Hassahisa Bridge.<br />

In this project the consultant is responsible of the following tasks:<br />

(a) Preparation of soil report and recommendation of type<br />

of foundation.<br />

(b) Complete design study of the bridge and submission of<br />

design report including all level specifications and<br />

condition of contract for tendering purposes.<br />

(c) Design of approach roads to the bridge and preparation<br />

of tender documents.<br />

(d) Revision of design of steel bridge and substructure.<br />

(e) Supervision of construction.<br />

Poly Technologies/China Railway 18 th Bureau of China is going to construct the bridge starting<br />

January 2006. Another tender was announced for design review and construction supervision.<br />

<strong>Technocon</strong> was selected again to perform this job.


ED DUWEIM BRIDGE:<br />

Competing with several other companies, TEG &<br />

Khatib & Alami JV have been awarded the design<br />

review and construction supervision of Ed Duweim<br />

Bridge.<br />

The bridge has thirteen spans with segmental construction of the superstructure. The bridge is about<br />

950 meters long. The substructure is founded on pile foundations with pile lengths up to 55 meters.<br />

Construction works started on July 2008.


TUTI KHARTOUM NORTH BRIDGE:<br />

Location study was carried out for this bridge topographical and hydrological surveys were done.<br />

Three possible locations for the bridge were identified and advantages and disadvantages for each<br />

location were numerated and the best location is selected.<br />

ATBARA NEW BRIDGE:<br />

Carried out feasibility study to find out whether it is beneficial to include the railway line within the<br />

new Atbara Bridge or not. An economic, social and environmental study was carried out and<br />

recommendations were forwarded to NHW who implemented them successfully.
