TRANSPORTATION SERVICE PROVIDER GENERAL RULESSECTION A2) TSP will charge RCC(1) $______ per shipment when changed from originaldestination. TSP will also be entitled to the applicable published accessorial and linehaulrates from origin to new destination via the interception point.3) Rates will be negotiated when TSP do not have an applicable tender on file to or fromthe interception point.2. Payment of all charges for Reconsignment/Diversion will be the responsibility of therequestor.3. When a shipper or consignee refuses, rejects or requests a shipment be returned to origin,return movement will be subject to rate of original inbound movement or to the rateapplicable for return movements, whichever is lower. TSP will obtain a BL from the partyrequesting return. Charge for returned freight will be applicable to return/refusal/rejectedshipment rate of $_________. Returning a shipment to the point of origin will not beinterpreted as a continuous movement.4. For tank truck, the TSP shall receive a minimum return charge subject to a minimum of halfthe amount (in gallons) that was transported.5. Time waiting for return paperwork after expiration of free time is considered unloading timeand subject to detention charges.I. Storage (SRG)1. DoD freight that is held in possession of the TSP by reason of an act or omission of theconsignor, consignee or owner, or for customs clearance or inspection or for any reason notthe fault of the TSP, will be considered stored, subject to the following conditions andcharges:a. Storage charges on freight in TSP’s possession awaiting line haul transportation willbegin at 8:00 a.m. the day after the freight is received by the TSP.b. No charges will be assessed if freight is delivered within 24 hours of arrival notification.c. Non applicable charges, as referenced in this part, Paragraph F.2.d. Free time will begin at 8:00 a.m. on the next business day.e. TSP shall at all times be responsible for the acts of their subcontractors, andwill ensure that subcontractors are fully paid according to the terms of any subcontractfor storage or transportation charges in order to eliminate ―hostage freight situations, andthe unlawful exercise of a state lien on federal property by subcontractors. Hostagefreight situations may also be reviewed by a TSP review board to administrativelydetermine whether a TSP is financially responsible, where a TSP fails to pay justly owedsums to one of its subcontractors. SDDC shall also have the option to conduct TSPreview boards to determine whether a TSP should be held liable for damages caused tothe government in a ―hostage freight‖ situation, and file any claims as required.2. After free time has expired, shipments will be subject to the following charges:a. Shipments weighing less than 10,000 pounds will be subject to Storage charges of SRG(1)$_______ per day, per shipment.b. Shipments weighing 10,000 pounds or more will be subject to Storage charges of SRG(2)$_______ per day, per shipment.J. Government Cargo Recovery Effort (GOCARE) Program for Astray Freight1. A TSP who is unable to obtain delivery instructions shall follow these procedures set forthbelow:a. Freight without identifying marks or those bearing conflicting marks will be opened byTSP to ensure contents are DoD owned.b. TSP will contact GOCARE at telephone number referenced in Section A, VIII,Emergency Notification Information, Table 1, of this publication.2. Information on identifying and forwarding GOCARE Program (astray) freight is availableat: http://www.sddc.army.mil/Public/Global%20Cargo%20Distribution/Domestic/GOCAREK. Maximum ChargeIn no case shall the charge for any shipment of lesser quantity from or to the same place at thesame time requiring the same level of service and in the same shipping form be greater than thecharge for a greater quantity of freight at the rate and minimum weight applicable to a greaterquantity of the same freight. Rates will be calculated according to deficit weight rating. Ratesmay differ depending on the equipment, commodity, or services provided.L.
