TRANSPORTATION SERVICE PROVIDER GENERAL RULESSECTION A9. Improper placarding or other handling of a vehicle, rail car or vessel for transportingAA&E shipments under an exemption; other hazardous material does not agree withregulations or guidelines set forth by DOT, a foreign government or other directive(s); orimproper loading, stowing, handling, blocking, lashing, or bracing is involved but nofreight loss or damage.10. TSP falsification of a delivery in the currently authorized Third Party Payment System(TPPS).11. Double Brokering is prohibited. Brokers awarded DoD freight are responsible for ensuringtheir underlying TSP handle and deliver the freight without the underlying TSP contractingout the shipment to another TSP. One instance of double brokering shall be consideredunsatisfactory.C. Transportation Service Provider Notification1. Letters of warning may precede a notice of nonuse.2. Nonuse notification letters will advise TSP of the period of nonuse, the reinstatement date,and appeal procedures.3. TSP will be reinstated on the day following the last day of the nonuse period unlessreinstated sooner on appeal.D. Penalties of Service FailuresFailure to comply with the above service elements and standards will result in the one or more ofthe following:1. Nonuse: a TO may suspend a TSP for 90 days on shipments originating from their activityfollowed by a 90 day probationary period.2. Suspension: a disciplinary action levied by SDDC that places a TSP in nonuse for allDoD/contractor facilities.3. Disqualification: the act by a TSP review board of excluding a TSP from participation inDoD transportation program.4. Disbarment: an action taken by a debarring official excluding a contractor fromgovernment contracting and government-approved subcontracting for a specified period.E.
